<br />4.4 Though the Comprehensive Plan land use designation of this property is Business, the <br />DRC has concluded that the parcel would be difficult to develop as a commercial <br />property because of coverage limits, parking requirements, and compatibility with <br />adjoining residential neighbors. <br /> <br />4.5 Staff has determined that if the comprehensive plan amendment and rezoning are <br />approved the'proposed 18-unit apartment complex would be consistent with the R-3A <br />(three to twenty four unit buildings) multi-family district and city life-cycle housing <br />programs. <br /> <br />4.6 Sanitary sewer and watermain are available to the parcel from existing lines within the <br />County Road B-2 right-of-way. These services must be sized appropriately for the <br />development and reviewed and approved by the Engineering Department. Land area is <br />available to accommodate the use and the required retention pond and drainage ways. <br /> <br />4.7 The storm water calculations pertaining to the design/location ofthe storm water <br />management pond proposed to the rear (north) of the lot adjacent to the wetland must be <br />submitted to the Engineering Department for review and approval. <br /> <br />4.8 As of 200 1, County Road B-2 had not been programmed in the five year Capital <br />Improvement Program for reconstruction in this area. However, in 2003 the City will <br />construct a trail along one side (yet to be determined) of County Road B-2. The <br />applicant will be responsible for paying a sidewalk/trail fee for the linear length of the <br />parcel. <br /> <br />4.9 Since 14 of the proposed units are one-bedroom apartments and the building is within <br />walking distance of the transit line, somewhat lower traffic can be expected. The <br />estimated traffic on County B-2 (Rice Street to Western Avenue) is 4,450 vehicles per <br />day and the estimated traffic on Rice Street (Co. B-2 to Hwy 36) is 22,500 vehicles per <br />day (Ramsey County Transportation Planner). Metro Transit does have a transit line <br />along Rice, which makes a stop at County Road B-2. <br /> <br />4.10 Traffic generated from development (6 to 8 trips per unit times18 units) is estimated to <br />range from 104 to 144 trips per day. The vehicles entering or leaving the basement <br />garage should have headlights screened by a landscaped hedge, berm, and/or fence to <br />reduce light intrusion to housing to the north, northeast, and northwest. A landscape plan <br />has been provided, but will need to be modified to address this screening. <br /> <br />4.11 All lighting for the site (parking lot or building) will need to be downcast and designed in <br />accordance with Section 1010.12 of the Roseville City Code. <br /> <br />4.12 All signage must meet the requirements of Section 1009 .04B of the Roseville City Code. <br /> <br />4.13 A sewer accessibility charge (SAC) will apply to the development, for which payment is <br />require at building permit issuance. <br /> <br />PF3293 - RCA 032601 Page 4 of 8 <br />
