City Staff and City Attorney have prepared a VERBAL progress <br />report for the Planning Commission regarding the process of updating the City Code, <br />Title 10, Zoning and Related Titles or Sections based on the study meeting held on May <br />15,2002. Planning Commission members should take time to gather their notes <br />from the May 15 mailing and contribute to the discussion. This time is meant to be <br />feedback from the study meeting and additional time for the public to comment on <br />items in the specific sections (1002 and 1004) of the Code studied during the month. <br /> <br />PROJECT REVIEW HISTORY: <br />· Application (not applicable to 60 day deadlines) <br />· Original review and rewrite begun March, 2001 <br />· Staff Progress Review: from May 15th Study meeting <br />· Planning Commission: Hearing - continuous through Summer or Fall, 2002 <br />· Anticipated Council Action - Fall, 2002 <br /> <br />2.0 BACKGROUND: <br /> <br />2.1 The Land Use Section of the City Code were originally written and adopted over 40 <br />years ago (1959). The Zoning and Subdivision Sections, originally a series of individual <br />ordinances, have been amended from time to time for specific issues, and were <br />reorganized when the City Code was reorganized in 1995 and 1996, called a <br />"recodification". Even the recodification did little to modernize the tenninology, <br />techniques, and regulation processes. Many cities have made great strides improving the <br />clarity and appropriateness of regulation. Some Roseville language is simply outdated <br />such as the pennitted industrial manufacturing use "hat bodies of fur and felt"; in a <br />residential district, by conditional use pennit, gravel mining is still pennitted.
