<br />the off-street parking facilities provided by uses specified in subsection 4 <br />below as primarily daytime uses. (1005.0JE2c) <br /> <br />4. For the purposes ofthis subsection, the following uses are considered as <br />primarily daytime uses: Banks, business offices, retail stores, personal service <br />shops, household equipment or furniture shops, clothing or shoe repair or <br />service shops, manufacturing, wholesale and similar uses. (J005.0JE2d) <br /> <br />5. Conditions Required For Joint Use: <br /> <br />a. The building or use for which application is being made to utilize the off- <br />street parking facilities provided by another building or use shall be <br />located within four hundred feet (400') of such parking facilities. <br />(J005.0JE2e(1)) <br /> <br />b. The applicant shall show that there is not substantial conflict in principal <br />operating hours ofthe two (2) buildings or uses for which joint use of off- <br />street parking facilities is proposed. (1005. OJ E2e(2)) <br /> <br />c. A properly drawn legal instrument, executed by the parties concerned for <br />joint use of off-street parking facilities, duly approved as to fonn and <br />manner of execution by the City Attorney, shall be filed with the City <br />Manager. (1005.0JE2e(3)) <br /> <br />Section 11. Off-Street Parking Prohibitions and Nuisances <br /> <br />A. The outside parking and storage on residentially-zoned property of vehicles, <br />materials, supplies or equipment not customarily used for residential purposes in <br />violation of the requirements set forth below is declared to be a public nuisance <br />because it: 1) obstructs views on streets and private property, 2) creates cluttered <br />and otherwise unsightly areas, 3) introduces commercial advertising signs into <br />areas where commercial advertising signs are otherwise prohibited, 4) decreases <br />adjoining landowners and occupants' enjoyment of their property and <br />neighborhood, and 5) otherwise adversely affects property values and <br />neighborhood patterns. Service vehicles with a manufacturer's rated capacity of <br />two thousand (2,000) pounds or less are exempt from this provision. (407.02L) <br /> <br />B. No person may place, park, store, or allow the placement or storage of ice fish <br />houses, skateboard ramps, play houses, or other similar nonpennanent structures <br />outside continuously for longer than twenty four (24) hours in the front-yard area <br />of residentially-zoned property. Storing of boats, trailers and inoperative motor <br />vehicles in front yards is prohibited. (407.02MJ) <br /> <br />16 <br />
