<br />REQUEST FOR PLANNING COMMISSION DISCUSSION <br /> <br />Date: 04/03/02 <br />Item No: 9 <br />Department Approval: Agenda Section: <br />~ REPORTS <br /> <br />Item Description: Roseville City Code- Chapter 10 and Related Revisions- <br />Progress Report (PF3294) <br /> <br />1.0 REQUESTED ACTION: <br /> <br />1.1 Report and Discussion with City Attorney and Staff. City Staff and City Attorney have <br />prepared a progress report for the Planning Commission regarding the process of updating <br />the City Code, Title 10, Zoning and Related Titles or Sections. Planning Commission <br />members should take time to gather their notes from their 3 ring binders City Code <br />and contribute to the discussion. This time is meant to be an informal study and <br />discussion period with the City Attorney and Staff. No action is required. <br /> <br />PROJECT REVIEW HISTORY: <br />· Application (not applicable to 60 day deadlines) <br />. Original review and rewrite begun March, 2001 <br />. Staff Progress Review: April 3, 2002 <br />. Planning Commission: Hearing - Late Summer or Fall, 2002 <br />. Anticipated Council Action - Fall, 2002 <br /> <br />2.0 BACKGROUND: <br /> <br />2.1 In the Fall of 2000, the Planning Commission and Community Development Staff <br />recommended to the Council that the Land Use and Related Sections ofthe City Code be <br />completely rewritten and updated to be consistent with current state law, court decisions, <br />and new review and hearing processes, as well as thought and technique in land use <br />regulation. In late 2000, the Council approved the budget and authorized the City <br />Attorney's Office to be the lead consultant and prepare a first draft on this project. <br /> <br />2.2 The Land Use Section of the City Code were originally written and adopted over 40 years <br />ago (1959). The Zoning and Subdivision Sections, originally a series of individual <br />ordinances, have been amended from time to time for specific issues, and were <br />reorganized when the City Code was reorganized in 1995 and 1996, called a <br />"recodification". Even the recodification did little to modernize the terminology, <br />techniques, and regulation processes. Many cities have made great strides improving the <br />clarity and appropriateness of regulation. Some Roseville language is simply outdated <br />such as the permitted industrial manufacturing use "hat bodies of fur and felt"; in a <br />residential district, by conditional use permit, gravel mining is still pennitted.
