The provisions of this Zoning Title shall be minimum requirements adopted to <br />protect the public health, safety, morals, comfort and general welfare of the people. It <br />shall divide the City into use districts for restricting and regulating the locations, erection, <br />construction, reconstruction, alteration and use of buildings, structures and land and for <br />regulating the population densities throughout the City. <br />B. Said restrictions and regulations are for the purpose of protecting the character <br />and stability of the residential, business and manufacturing areas and to promote the <br />orderly development of such areas; to provide adequate light, air and convenience of <br />access to property; to provide regulations which will limit congestion in the public right <br />of ways; to prevent overcrowding of land and undue concentration of structures by <br />regulating the use ofland and buildings and the bulk of buildings in relation to the land <br />surrounding them; to provide compatibility between different land uses; to provide for <br />administration of said Code; to provide for amendments; to prescribe penalties for the <br />violation of said restrictions and regulations. (Ord. 275, 5-12-59) <br />1001.02: SCOPE: <br /> <br />Except as provided in this Title, no building, structure or land shall be occupied or used <br />which is not in conformity with the regulations and terms of this Title. (Ord.275, 5-12- <br /> <br />59) <br />CHAPTER 1002 <br />RULES AND DEFINITIONS <br />1002.01: RULES: <br /> <br />The language set forth in this Title shall be interpreted in accordance with the following <br />rules of construction: <br />A. Whenever a word or term defined in Section 1002.02 appears in the text, its <br />meaning shall be construed as set forth in the definition in Section 1002.02.
