<br />2.3 The Charter School, Phase 1, is 26,000 s.f., with 16 classrooms. The school <br />would be operational by September 1,2001. In year 2, approximately 21,000 <br />s.f. of space would be renovated and an additional ten classrooms would be <br />created. Playground space adjacent to the west wall of the building would be <br />19,000 s.f. (190'x 100') and would be installed in 2001 with Phase 1. A <br />detailed design plan will be required prior to final PUD approval. <br /> <br />2.4 The Roseville Zoning Ordinance does not have a specific district that works <br />well with mixes of business and institutional uses such as K-8 charter school <br />operations. Given this and based on the Meritex development proposal, staff <br />has selected the Mixed Use Office Park District (B-6) as the underlying zone <br />for the PUD. The uses allowed in a B-6 zone include: <br /> <br />a. offices <br />b. medical and dental clinics <br />c. hotel/motels (in a new building by CUP) <br />d. hospitals (in a new building by CUP) <br />e. research, design, development <br />f. financial institutions, health clubs, restaurants, retail sales, day <br />care, all of which are conditional use permits if the use is ancillary <br />to the principal use. <br /> <br />Meritex has proposed that the following "1-2" uses also be allowed in the <br />PUD zone: (see attached list) <br /> <br />With a minimum of 700 to 1,000 institutional and office employees already <br />on the site and the promise of more similar jobs to come, staff concluded that <br />the uses of the "B-6" District provided greater compatibility with the existing <br />and proposed industrial uses and structures. The goal of the mixes_ of uses is <br />to permit broader industry types that have controlled or eliminated possible <br />toxins, air pollutants, nauseous odors, spills, noise, truck traffic, and bulk raw <br />resource processing. Assuming compliance with building, fire and health <br />codes, the additional industrial uses from the "1-1 and 1-2" zones that can be a <br />compatible mix with the existing uses and those allowed by "B-6" zone <br />include: <br /> <br />a. light assembly, fabrication and repackaging of parts, tools, and <br />products <br />b. warehousing and storage of finished non-toxic, non-explosive <br />products <br />c. food preparation, packaging, and freezing from bulk raw food <br />materials to finished products (slaughtering is prohibited) (by <br />CUP) <br />d. manufacturing of structural and plate glass and glass by-products <br />e. tool and die manufacturing <br />f. manufacturing and repair of electrical machinery and equipment <br />g. paper products and printing <br />h. laboratories <br />1. medical and pharmaceutical product production <br /> <br />PF3301 RPCA (050901) - Page 2 of9 <br />
