<br />2002 ANNUAL REPORT <br />for the RAMSEY COUNTY HOUSEHOLD HAZARDOUS WASTE (HHW) <br />SEASONAL COLLECTION SITE IN ROSEVILLE <br />at KENT STREET (near LARPENTEUR AVE.) <br /> <br />Ramsey County's seasonal HHW collection site on Kent St. near Larpenteur Ave. is designed to provide <br />convenient access to those residents of Roseville and surrounding communities who seek to properly manage <br />their unusable or unwanted hazardous household products. This report provides a descriptive response to <br />several conditions of the current interim use permit, which expires in May of2006. <br /> <br />Permit condition #1: The interim use permit be extended for five years, with Ramsey County <br />reporting annually to the Planning Commission and City Council. <br /> <br />Site Description. The seasonal HHW site in Roseville is located on County-owned property east of Kent <br />Street and just north of Larpenteur Avenue, and has operated under a City interim use permit since 1992. <br />The site consists of a 18- foot by 38- foot reinforced concrete slab surrounded by an asphalt apron. The <br />slab is sealed with an epoxy coating and designed for spill containment. Security gates are located near <br />the site entrance and exit along Kent St. An earthen berm borders the site to the south and east. <br /> <br />Operations. During 2002 the Roseville HHW satellite site was open on four Fridays and four Saturdays <br />during June, from June 7th through June 29th. Site hours were Fridays from 10 am until 6 pm, and <br />Saturdays from 10 am until 5 pm. Bay West, Inc. operated the site pursuant to a contractual agreement <br />with Ramsey County, the Roseville permit, and an operations manual written by the Minnesota <br />Pollution Control Agency. Bay West staff are trained to respond to spills and other emergencies, and <br />must notify the Saint Pau1- Ramsey County Department of Public Health, Environmental Health <br />Section, in the event of any site emergency or unscheduled closure. The City of Roseville Fire Marshal <br />received a copy of the site emergency contingency plan prior to the site opening. <br /> <br />Participants are instructed to position vehicles over the concrete slab and to turn off the engine so as to <br />allow safe and easy removal of waste by Bay West technicians. Waste containers are placed directly <br />into plastic tubs, and then into drums or other containers inside Bay West's waste hauling vehicle. <br />Gasoline and similar solvents are poured into a 55-gallon drum on site. At the end of each operating <br />day, all waste is hauled to Bay West's facility in Saint Paul (at 5 Empire Drive, just north of the State <br />Capitol) for further processing. <br /> <br />Spills. To help ensure safe site operations, staff from the Environmental Health Section conducted <br />regular site visits during the 2002 operating period. These visits included assessments of waste handling <br />practices, materials and procedures for spill control and cleanup, and a review of the site safety plan. <br />The presence of trained and experienced staff and use of numerous safety precautions (e.g., using plastic <br />tubs as secondary containment), have resulted in safe and efficient handling of hazardous material on <br />site. The visits indicated that Bay West continues to operate the site in a safe and satisfactory manner. <br /> <br />Site Use. For the second straight year, the County aggressively promoted the HHW site to residents in <br />the City ofRoseville and nearby communities, and again this effort proved successful with 2,150 site <br />users. The City also published our HHW site collection schedule in the "Rosevi/le Wrap," which <br />certainly boosted the turnout.
