When choosing an appropriate location for a cell site, we try to meet both <br />the coverage and capacity objectives we want to achieve in that particular service area. For cell sites <br />located in highly residential and commercial areas, our objective as a PCS provider is to provide <br />good in-building service and wireless data service to as many businesses and homes as possible. <br />During this process, the RF design engineer must balance signal level requirements of the area with <br />capacity limitations of the system while incorporating his knowledge of the terrain and the density of <br />surrounding clutters. <br /> <br />In order to meet the requirements of continuous coverage and fill in our footprint in the northeast of <br />the Minneapolis-St. Paul greater metropolitan area, particularly around Hwy 36 & Dale Street, we <br />are proposing to build a cell site at 2335 Dale Avenue in Roseville, MN. The main objective of this <br />site is to increase the quality of our coverage around that intersection and also to create additional <br />capacity for our users by relieving capacity on surrounding sites. The coverage area for this cell site <br />will be approximately 2 square miles around Hwy 36 & Dale Street. This particular location has been <br />selected because it fulfilled our capacity needs, and to meet our coverage objective, the site has been <br />designed with 3 antennae mounted on a 60-ft pole behind the Roseville Fire Station building. <br />
