<br />NARRATIVE <br /> <br />QWEST Wireless, L.L.c., in order to comply with our license with the Federal Communication <br />Commission (1012.l0:A.5), needs to fill in our coverage and to provide additional capacity on Highway 36 <br />to offload MIN 102,2233 Hamline Avenue North, Roseville, MN 55133. Please see the letter from the RF <br />Engineer. (Section 4) A map is included in this section that shows our towers and there effective <br />transmission. Please not the area that MIN 544 would cover. <br /> <br />This tower is located on city land and is allowed with a conditional use permit. (1012.l0A.l) <br />(1012.l0A.3.) The ownership ofthis tower will revert to the city at the end of the lease period. The Tower <br />is constructed in such a manner that, in the future, the city could add a 40 ft. section to the top to be used by <br />the city for emergency communication, connecting the fire stations. If the city or Qwest should determine <br />that the tower should be removed, then we will take it down and return the land to it's original condition, <br />reasonable wear & tear excepted. The lease states a timetable of termination. We will furnish a <br />performance bond estimated at $30,OOO,if requested to enable the removal ofthe tower. (1012.l0:A.) <br /> <br />The site is located in the south west corner of the property and is screened by a grove of pine trees, the top <br />of the antenna would be slightly above the tree line. The site is 5 ft. from the back and back side and is <br />more than 30 ft. from any front property line. (1012.l0:A.6) The tower will be a city approved Gray <br />(1012.l0A.7), with a 11' x IT inch sign giving emergency numbers as required by the FCC. Our support <br />equipment at the base of the tower consists of three cabinets measuring 3 ft. x 9 ft. x 6 ft. high. This takes <br />up 54 square feet of space. (1012.l0:A.lO). We don't require a fence but we will conform to your <br />preference. (1012.l2.l0:A.9). <br /> <br />We will work with the city to landscape the tower from view. (1012.l0:A.7) This should be minimal <br />because it is almost surrounded by a stand of pine trees. This tower will have a low visual impact on this <br />neighborhood because of the position on the property and the existing trees. <br /> <br />Please note that all the site plans and construction drawings are done by a Minnesota registered <br />professional engineer.
