<br />1 Extract of Draft Planning Commission Minutes of June 13,2001: <br />2 <br />3 6(a) Plannine: File 3303: Qwest request for a Conditional Use Permit to allow <br />4 installation of a 60-foot tower at Fire Station #3 located at 2335 Dale <br />5 Street. <br />6 <br />7 Chair Rhody opened the hearing and requested Thomas Paschke to provide a <br />8 verbal summary of the project report dated June 13,2001. <br />9 <br />10 Thomas Paschke explained the Qwest proposal. Qwest Wireless L.L.P. requests <br />11 approval of a conditional use permit (CUP) to install a wireless communication <br />12 monopole (single pole antenna) and an equipment shelter in the southwest comer <br />13 of2335 Dale Street on city owned land at Fire Station No.3. The equipment has a <br />14 height of 5.5 feet. <br />15 <br />16 The applicant proposes a 60-foot tall monopole in the rear (southwest comer) yard <br />17 area of the Fire Station. An associated equipment storage (cabinets) area is also a <br />18 part of the conditional use permit application and will be installed directly <br />19 adjacent the monopole. The equipment supports the monopole and would not <br />20 exceed five feet in height. Section 1012.lOA4 of the Roseville Zoning Ordinance <br />21 regulates private commercial antennas and towers. <br />22 <br />23 Thomas Paschke illustrated a site plan and the landscaping proposed. An <br />24 elevation of the pole was illustrated as well as computerized photos showing the <br />25 pole on the site. <br />26 <br />27 Staff reviewed the proposal as per Section 1013 of the code and recommended <br />28 approval. Thomas Paschke reviewed findings and conditions. He suggested <br />29 extending the time for approval up to 18 months after approval as part of the <br />30 CUP. <br />31 <br />32 Ty Clemens, Qwest Wireless, explained the poor (dead) reception space. He <br />33 asked for an I8-month extension of the CUP permit initiation, allowing the pole <br />34 to be funded in 2002 if necessary. <br />35 <br />36 Member Olson asked if the south lattice tower (south of County Road B) was <br />37 examined as an alternative site. (The signal skipped low areas if placed in <br />38 Reservoir Woods Park. The reception radius is .75 miles.) <br />39 <br />40 Member Duncan noted a dead spot north of Highway 36. He asked why not <br />41 fewer, taller towers instead of many smaller towers. <br />42 <br />43 Ken Hartman, adjoining neighbor at 660 Lovell, asked how the trees would be <br />44 moved and the screening of the site.
