<br />5.1 Demographic Characteristics - Planning District 12, with 2,634 residents and 1,311 households, <br />has a population with more than 19% over the age of65. The percent of head of households <br />under the age of 35 is 20% whereas 27% are age 65 or more. Households containing two <br />parents with children represent approximately 15% of the total households in the district. The <br />average persons per household is 2.01, over 74% of the households have only 1 or 2 residents. <br />Homeownership is 68%; 32% are rental. More than 59% of the residents have lived in their <br />current home 9 or more years. Over 55% of the homes were built at least 30 years ago. Over <br />45% of the housing units are single family detached; 20% are apartments; 33% are <br />condominiums. <br /> <br />5.2 The District is comprised of 45.5% single family detached units, 32.9% condominium units, <br />and 19.5% garden apartment units. This correlates into a 52.4% multiple family units. <br /> <br />5.3 The City housing policy aims to preserve a mix of affordable housing types. <br /> <br />5.4 No fiscal implications are apparent. <br /> <br />6.0 STAFF RECOMMENDATION <br /> <br />6.1 Staff recommends approval of the request by Dennis Prokop to rezone and receive a side yard <br />setback for property located at 2180 Haddington Road, based on the findings in Section 4 of <br />this report and subject to the following conditions: <br /> <br />A. The applicant/property owner agrees to complete a unit by unit inspection with the fire <br />and building inspector. <br /> <br />B. The applicant/property owner agrees to provide a staged five-year code improvement <br />completion plan for approval by the Fire Marshall and the Code Coordinator. <br /> <br />C. Prior to the expansion of the existing principal structure or construction of an accessory <br />structure or paving, the applicant/property owner must provide the Community <br />Development Department with a scaled property survey illustrating all property lines, <br />buildings, paving, and setback dimensions. <br /> <br />7.0 SUGGESTED ACTION <br /> <br />7.1 By motion, recommend approval (denial) of the request by Dennis Prokop to rezone from R-2, <br />Two Family Residence District to Multi-Family Residence District; Three to Twenty Four Unit <br />(R-3A) and receive a nine foot variance from Section 1004.04D5 of the Roseville City Code <br />for the property located at 2108 Haddington Road, subject to conditions in Section 6 of this <br />report. <br /> <br />Prepared by: Thomas Paschke (490-2236) <br />Attachments: Property location map, aerial photo, and proposed development plans. <br />60-day Time Limit: Application accepted on April 10, 2001.
