To: City of Roseville

05/07/0 I

Subject: Midland Hills variance request

We feel that the variance asked for by Midland Hills Country club should NOT be approved.

In our opinion, the golf course has not in the past acted in a responsible manner regarding Walsh Lake and their actions
demonstrate their lack of care for the water, their neighbors and the community:

I) Removing grass clippings from their mowing equipment and either throwing it into the pond or leaving a pile of
clippings within the "normal" high water area. When confronted with their grass clipping and leaf actions they usually
respond that the employees have been told not to do that (but it happens again).
2) Mowing with the discharge of the mower aimed at the lake.
3) Spraying chemicals up to the edge of the water.
4) Transporting heavy loads past the lake on a path that is suitable for light equipment only. The soil was pushed in front of
their tires due to the weight. Such loads should not be carried in low areas.
5) Cutting back brush along the lakeshore, promoting soil erosion. They are not able to use the banks of the lake but insist
on removing everything. On the south shore they cut down a tree (located right on the shore) that a few years ago would
have been several feet from the shore.
6) Tarring a path next to the lakeshore. The water of this lake has been over this path several times.
7) Adding drain tile from the West into the lake.
8) Extending their 6' fence parallel to the lakeshore obstructing neighbors view of the lake. This fence at one time turned
and went about 20' straight down to the lake.
9) Failing to keep their fences in proper repair. Several neighbors have asked that they mow and control the brush growth.
They have chosen not to do this and have written letters to neighbors who have tried to perform that maintenance,
discouraging them from any action to maintain the looks of the neighborhood.
10) Blowing leaves, grass, etc. into the lake using large fans.
II) Noise of mowers etc. every year despite requests to control or modify their employees. Not only mowers but also other
noise producing 3 to 5 minute jobs performed first thing in the morning. Holidays or weekends seem to require starting
as early as 5:00 AM.
12) The speed of their carts, etc. as well as tractors pulling heavy loads on a path used by people walking and children
playing is not safe. They could not stop in time if a child ran across the path.

Sincerely,
Ray & Nancy Seeger
