<br /> <br />REQUEST FOR CITY COUNCIL ACTION <br />" DATE: 05/07/01 <br />ITEM NO: F-J <br />Manager Approval: Agenda Section: <br />Report/Recommendation <br />Roseville Housing Improvement Program <br />Housing Replacement Program - 2018 Hamline Ave. (PF #3312) <br /> <br />1.0 ReQuested Action <br /> <br />1.1 City staff is requesting the approval of the purchase of 2018 Hamline Ave. N. as <br />part of the implementation of the Housing Replacement Program under the <br />Roseville Housing Improvement Program. Roseville Housing Fund would be used <br />for the purchase and administrative fees associated with the purchase, if approved. <br /> <br />2.0 Background <br /> <br />2.1 A housing replacement program was established in 1996 to help the City purchase <br />outdated or non-code compliant structures that could not be economically <br />rehabilitated or sold on the open market. The purpose of the program is to replace <br />deteriorating lower value housing on scattered sites throughout the City with larger, <br />higher value housing designed for fam ilies. The goal of the program is to increase <br />the property value of the home and improve the value and aesthetics of the <br />neighborhood properties. The property at 2018 Hamline Ave N, if approved for <br />purchase, would be replaced with a new single fam ily home affordable for first time <br />home buying family with children. <br /> <br />2.2 The City has had a goal to purchase three homes each year. Since 1998, three <br />properties were purchased. The properties are located at 2100 William Street, 2668 <br />Lexington Avenue and 2190 St. Croix. In addition, the City purchased a tax <br />forfeited vacant parcel from Ramsey County to combine with the home at 2100 <br />William under the program. New homes were built on 2100 William and 2190 St. <br />Croix. The property as 2668 Lexington Avenue is currently vacant and the City has <br />discussed the sale of the property to George Reiling to incorporate into the <br />proposed senior housing development in the area. Currently, no further action has <br />beeil taken on that project and the City continues to own the property. <br /> <br />2.3 In 1998 the owners of 2018 Hamline Ave N, Michael and Melissa Vrundy, <br />approached the City regarding the voluntary sale of their home. The City conducted <br />an appraisal and an offer was made but not accepted by the Vrundy's due to <br />changes in employment at that time.
