<br />EXHIBIT B <br /> <br />HOUSING DESIGN AND SITE DEVELOPMENT CRITERIA <br /> <br />It is imperative that the new home "fits" architecturally with the surrounding neighbomood. The Design Guidelines <br />were created to insure that all homes built on the identified lots blend with the surrounding neighbomood and <br />respond to specific concerns and desires of the City. These include a strong preference for designs that include <br />livable communities principles. In addition, all plans must at the minimum meet zoning requirements. <br /> <br />1. General: <br /> <br />. Each home shall be single-family, owner occupied. <br />. The value (sales price) of the new home must exceed the value specified in the Development <br />Agreement. <br /> <br />2. Site Standards: <br /> <br />. The entire ground shall be landscaped to be aesthetically pleasing in all seasons. Land forms and <br />plants material shall be used to defme the site and blend with adjoining property. <br />. Utility meters shall be screened; locations must be specified on the plans. <br />. Site drainage shall be accommodated on the site so that water is directed away from the new home and <br />the neighboring properties. Neighboring properties shall not be disturbed to create drainage swells. <br />. Existing trees shall be preserved when possible. Care should be taken to preserve existing root <br />systems. A tree wrap with reinforcement shall be used on trees directly adjacent to active grading and <br />construction areas. <br />. The construction site, neighboring property and adj acent pub lic streets shall be kept free of <br />construction debris. <br />. All air condition units must be located in rear or side yard (refer to zoning requirements for additional <br />infonnation). <br />. Egress windows and foundations must meet side setback requirements or be located in the rear yard of <br />the house. <br /> <br />3. Building Standards: <br /> <br />. Three and four bedroom homes are preferred. However, a minimum of two finished bedrooms and <br />easily fmished space for a third bedroom will be acceptable. <br />. Two full bathrooms are preferred. However, a minimum of one full bathroom and a 1/2 bathroom <br />roughed-in will be considered. <br />. A two car garage, attached or detached must be provided on the site for single family detached units. <br />A minimum of one enclosed parking space per unit will be required for attached single family units. <br />. The garage should not be the predominate feature of the home. Therefore, it is encouraged that access <br />from existing alleys be used whenever possible. If there is no existing alley access available, the home <br />should be designed to minimize the view of the garage doors to the street (i. e. garage doors turned <br />away from street or garage located to the rear of the home). <br />. Unit height and mass of the new home, and architectural details such as roof lines, number of gables, <br />and window detailing shall be compatible with existing buildings in the neighborhood <br />. Plans must present a balanced and pleasing distribution of wall and window areas from all views. <br />Windows shall be presented on all building elevations. <br />. A full basement shall be provided in the house unless the selected design results in a split level, garden <br />level type basement. <br />. All building plans must have been prepared in consultation with an Architectural Designer with a <br />minimum two year technical degree. Plans designed by a certified Architect are preferred. Exterior <br />materials (siding, soffits, doors, and windows) should be low in ~tenance. Wood, brick and stucco <br />are preferred exterior materials. Hardboard siding materials and painted concrete are not acceptable. <br /> <br />12 <br />
