<br />W Metropolitan Council <br />~ Improve regional competitiveness in a global economy <br /> <br />FAMILY AFFORDABLE HOUSING PROGRAM <br />FACT SHEET <br /> <br />What is the Family Affordable Housing Program? <br />The Metropolitan Council's Family Affordable Housing Program (FAHP) is an affordable <br />family rental housing program. This is one tool Roseville and other suburban municipalities can <br />utilize to help address the critical and escalating need for more life cycle, work force housing <br />units. <br /> <br />Where will the F AHP be implemented? <br />The Metropolitan Council ("Council") hopes to partner with Roseville and several municipalities <br />in suburban Anoka, Hennepin and Ramsey counties. As of May 7, 2001, the following cities <br />have fonnally committed to partnering with the Metropolitan Council on F AHP implementation: <br />Blaine, Coon Rapids, Minnetonka, Edina, Mapie Grove and Golden Valley. <br /> <br />How many units will the Council acquire? We are'in receipt of funding <br />~for the first 50 units 'and expect funding Ilegotiations on the remaining 100 ,units to be co:rp.plete <br />by suiiimer 2001. We are-seeking',approval to acquire up to 20 units'iIi eaCh JIlUnIcipality. --., , <br /> <br />What types of units will the Council acquire? <br />The Council will focus its acquisition efforts on single family homes, town homes, and <br />condominiums. The Council may elect to buy residential structures containing up to eight units, <br />however at this time the Council will only purchase multi-family rental dwellings if all units are <br />vacant. Unit sizes will range from two to five bedrooms. <br /> <br />How will the F AHP be implemented? <br />In order to avoid the unnecessary displacement of Roseville residents, the Council will acquire <br />residential properties for sale by their owner-occupants. The Council has engaged a real estate <br />professional to assist in the identification of potential properties. <br /> <br />The Council has established unit location criteria (attached as Exhibit A) to serve as a guide to <br />the Council's acquisition efforts. ill addition, the Council will not buy properties in census <br />tracks that are "impacted" by race or povertyl. <br /> <br />Once a Cooperation Agreement has been executed, Council staffwill meet with Roseville staff <br />regarding Council acquisition efforts. The Council wants to coordinate its efforts with Roseville <br />to ensure, for example, that properties are not acquired within city-identified redevelopment <br />zones. <br /> <br />I Census tracks may not have a poverty population of 12.2% or more, nor may they have minority population greater <br />that 28.68%.
