<br />Will property taxes be paid on Council-owned property? <br />State law exempts public housing units from all real and personal property taxes of cities, <br />counties and the state. Rather,Jhe Council is required to pay PILOT, Payment in Lieu of Taxes. <br />Under State law, PILOT payments generally equal five percent of gross rents charged to a <br />family. However, as provided for under federal law, Council PILOT payments for FAHP units <br />will be 10% of gross rents charged to each family. Payments are made annually to the county in <br />which the property is located. The county is then responsible for distributing that payment to <br />the various taxing authorities. <br /> <br />Why should cities participate in the F AHP? <br />There are many reasons why cities will choose to participate in the Council's Family Affordable <br />Housing Program: <br /> <br />~ Quality improvements will be made to all properties purchased by the Council, thus <br />improving the quality of the overall housing stock. <br />~ FAHP units will help obtain the affordable rental housing goals detailed in Roseville's <br />comprehensive plan. <br />~ At least thirty percent of all F AHP units will be leased to Roseville residents. <br />~ Participation in F AHP may potentially gain'additional points on upcoming transportation <br />funding applications cities submit to the Council for consideration. <br />~ ,Roseville will be provided with long-term, quality, work-force housing for families. <br />~ Roseville residents will not be displaced ~ the Council will only purchase vacant units or <br />units for sale by their owner occupant. , <br />~ F AHP -Units will be' rental hous~g that is professionally managed, with resident. screening <br />that Will help ensure'residents have a successful rental experience. <br />~ Appropriate services will be provided to residents, particularly in the area of job attainment <br />and job enhancement. <br />~ The Council will work with Roseville staff to ensure acquisition efforts do not interfere with <br />redevelopment plans or opportunities. <br /> <br />Family Affordable Housing Program Fact Sheet <br /> <br />7 May 2001 <br />Page 3 of3 <br />
