<br /> <br />REQUEST FOR CITY COUNCIL ACTION <br />DATE: 5/14/01 <br />ITEM NO:C-1 <br />Agenda Section: <br />CONSENT <br /> <br />Manager Ap'proval: <br />f{h <br /> <br />Livable Communities Demonstration Application <br />Twin Lakes Business Park (PF3314) <br /> <br />1.0 Requested Action <br /> <br />1.1 City staff is requesting authorization to submit a grant application within the Metropolitan <br />Livable Communities Demonstration Program for assistance in the construction ofthe Twin <br />Lakes Parkway. <br /> <br />2.0 Back1!round <br /> <br />2.1 Since 1996, the Metropolitan Council has provided funding to innovative projects that <br />promote a livable community under the Livable Communities Demonstration Program. <br /> <br />2.2 According to the Metropolitan Council, livable communities are oriented toward a transit- <br />and pedestrian-friendly environment in neighborhoods with a mix of uses essential to daily <br />life of the residents including housing, workplaces, shops, parks and civic uses. Livable <br />communities foster a sense of place and community, where interaction and participation in <br />the community can occur. Land uses are compact and connected, encourage walking and <br />transit use, and accommodate both the car and pedestrian in a pleasing and interconnected <br />manner. <br /> <br />2.3 There are $6.5 million in available funds for the 2001 cycle, and supplemental funds are <br />available to enhance transit use. Part I Applications are due May 16th and a supporting <br />resolution by the local unit of government is required. If the Part One application is <br />favorably considered by the Metropolitan Council, staffwill be requested to submit a more <br />detailed Part Two application later this summer. If the project is approved for funding, the <br />city would be required to enter into a cooperative agreement with the Metropolitan Council <br />and funds would be available in 2002. <br /> <br />2.4 As part of this funding cycle, staff is recommending the submission of a Part I application <br />that would request $1,000,000 to apply towards the construction of the Twin Lakes Parkway. <br /> <br />RCA - Livable Grant Authorization 2001 -Page 1 of 3 <br />
