<br />PART I. <br />PROGRAM GUIDELINES, <br />CATEGORIES, FUNDING GOALS <br /> <br />GUIDING PRINCIPLES <br /> <br />The guiding principles for smart growth models that accomplish the program <br />objectives are: <br /> <br />Principle 1: Make Development Compact <br /> <br />. Connect rather than separate uses, to allow for functional relationships between <br />them. <br /> <br />· Build mid- to high-densities appropriate to the location, with attention to the <br />design and relationships of structures to each other. <br /> <br />· Provide infill or retrofit land uses that result in more compact development. <br /> <br />Principle 2: Mix Uses <br /> <br />· Include a variety of uses and destinations -- shopping, work, restaurants, <br />entertainment, civic uses, cultural activities, parks and other public spaces, and <br />a variety of housing types and costs. <br /> <br />· Connect uses to transit, providing people with a way to get to jobs, services or <br />recreation other than driving. <br /> <br />Principle 3.. Des(gn for People <br /> <br />· Locate shops and other uses within walking distance of each other, and within <br />walking distance of transit, where available. <br /> <br />· Design streets for pedestrians and for cars. Orient businesses and other <br />structures to the street for pedestrian accessibility, and provide convenient <br />parking to the side or rear of buildings.
