<br />10 points <br /> <br />Proposals in any of these categories: for transit-oriented <br />mixed-use development (Category A), mixed-use non-transit- <br />oriented development (Category B), OR residential <br />development with integrated mix of housing types and costs <br />(Category C) in Developing Urban Cities. <br /> <br />USES OF GRANT AND LOAN FUNDS <br /> <br />Funding Objectives and Limitation~: <br /> <br />1. Funded project components should directly contribute to completion of a built or <br />finished project. <br /> <br />2. Funded project components should reflect the goals and principles of the <br />demonstration program. <br /> <br />3. There are no minimum or maximum award levels established for individual proposals. <br /> <br />4. No specific number of awards or dollar amounts is allocated to any of the funding <br />categories. <br /> <br />5. No local match is required. <br /> <br />Eligible and Ineiigibi~ Uses <br /> <br />Demonstration Account funds ($6.5 million) may be used for project and site planning <br />costs, design and construction costs. Grant funds are intended to be used for "hard ccsts" <br />rather than "soft costs." Ineligible uses include administrative overhead; activities prio:, <br />to the start of the grant project; travel expenses; legal fees; permits, licenses or <br />authorization fees; costs associated with preparing other grant proposals; operating <br />expenses; comprehensive planning costs; and prorated lease and salary costs. <br /> <br />Supplemental transit funds, if available, may be used for selected mixed-use, transit- <br />oriented proposals (Category A) for project components that enhance and support transit <br />use. Examples of eligible components include pedestrian walkway connections or crossings <br />to transit within or adjacent to a funded proposal, passenger waiting shelters or benches, <br />park and ride locations, or other facilities or features determined by the Livable <br />Communities Advisory Committee and the Metropolitan Council to be appropriate to <br />support transit use.
