9. Project Features

. Integration of transportation, housing, commercial, employment, other uses;
and mix of residential types

Future Land Use Scenarios 1 and 1a (attached) show the variety of land uses proposed for Twin
Lakes. The area will rely on the transit corridors of Cleveland A venue and County Road C to bring
workers and residents to and from the new jobs at the medical office, multievel offices, high-tech flex
and possibly retail space. Up to 900 housing units ranging in density from 10- 24 dwelling units per
acre will comprise the interior of the Twin Lakes site, ringing Langton Lake. A variety of residential
types will be constructed, including duplexes, townhomes, condominiums and apartment buildings,
with a range of affordability. Twin Lakes is envisioned as a livable mixeause business park which is
sensitive to the needs of residents, workers and employers alike. Twin Lakes Parkway will func6n
as a vital arterial through Twin Lakes, keeping interstatebound traffic off of residential streets, and
allowing easier access to the rest of the metro area to drivers.

. Linkages within the site and to adjacent sites/neighborhoods

Twin Lakes Parkway w~1 be the primary infrastructure addition to Twin Lakes which will result in
improved linkages throughout the site and to previous redevelopment on the east as far as Snelling
Avenue, and on the west to the ~35W exchange. Included in the Parkway rightof-way will be
sidewalks and landscaped medians, making for a pleasant pedestrian environment. Walking paths
around Langton Lake already exist, which will help integrate the new housing units with the existing
single-family neighborhood and essential servicessuch as grocery and drug stores. Ramsey
County's plans to improve the streetscape of County Road C, and the eventual addition of a
commuter rail line along County Road C (in what is now an operating commercial rail bed) will help
link Twin Lakes with its neighbors to the south.

. How the area will improve access to employment, transportation, housing,
services, recreation, community and public spaces

Twin Lakes is purposefully proposed as a full employment and living environment with a mix of uses
catering to the needs of the corporate client, employees and residents.

Transit currently serves the area on Cleveland and Snelling. With the addition of the Twin Lakes and
improvements to County Road C, the City will work with transit agencies to ensure that appropriate
transit is serving the future demand generated by the development.

The Twin Lakes area currently is a sea of asphalt with limited or no connection between parcels
within the development and to the surrounding properties. The redevelopment of Tm Lakes will
bring that connection back to the area with the help of the main roadway of Twin Lakes Parkway,
which is essential to the makeup of the area.

The City fears that if a public roadway is not constructed to provide the linkage between the use~hat
private development may continue on a parcelby-parcel basis, providing limited to no connection
from one parcel to the next.

Through this process, the City will require that each development include public spaces, whether it is
pathways or public geen spaces. Linkages will be provided to the Langton Lake Park, which will
implement Roseville's Master Pathway Plan. In addition, there will be pedestrian connections to
County Road C and the future busway or light rail line system.

City of Roseville LCDA Application - 2001
