<br />SELECTION CRITERIA <br /> <br />The Livable Communities Advisory Committee evaluates Phase 1 and Phase 2 proposals <br />against these criteria: <br /> <br />. Is the Proposai a Mode~: <br />Mixed-use Transit-Oriented Categories (A and BJ A compact, connected development <br />pattern with a complementary mix of uses that creates a multipurpose destination for <br />living, working, daily needs, recreation; and provides short, direct routes that enable <br />people to walk easily and safely to transit and other destinations. <br />Residential Categories (C and D): Physical and economic integration of different <br />housing types and costs/rent ranges; provides for pedestrian access and common <br />spaces; efficient use of land. <br /> <br />. Replication: Extent to which the projecT, its components or its physical setting lend <br />to duplication in other communities. <br /> <br />. Regulatory Reform, Implementation Soh.otions and Strategies: Zoning tools, design <br />standards or other tools in place to implement the project as envisioned. <br /> <br />. Partnerships, Community Parl"idpatioi't: Has there been a broad-based planning <br />process to help ensure success? <br /> <br />. Leverage: Are other public and private dollars committed to the project? <br /> <br />. The 'But-For' Test: Are program funds needed as a catalyst to make the project <br />happen? Or to provide a key element to make it a better model? <br /> <br />. Developability: Is the proposal grounded in market realities; is there market and <br />developer interest or commitment? <br /> <br />. Readiness: Are implementation tools and funding commitments in place to ensure <br />moving to construction within a year or two? <br /> <br />Note: The Metropolitan Council is developing Revised Guidelines for Priority Funding for Housing <br />Performance, scheduled to be adopted by the Council in April 2001. The guidelines are intended to <br />give a higher priority, when considering funding requests, to communities that have demonstrated a <br />commitment to providing affordable housing. Community scores (based on current housing <br />affordability and diversity, and activities to create more such opportunities) to administer the <br />guidelines will factor into the selection criteria for LCDA projects in in Phase 2 scoring.
