Integration of transportation, housing, commercial, employment, other uses; or <br />mix of residential types <br /> <br />Future Land Use Scenarios 1 and 1 a show the variety of land uses proposed for Twin Lakes. The <br />area will rely on the transit corridors of Cleveland Avenue and Courtly Road C to bring workers and <br />residents to and from the new jobs at the medical office, multilevel offices, high-tech flex and <br />possibly retail space. Up to 900 housing units ranging in density from 1 ~ 24 dwelling units per acre <br />will comprise the interior of the Twin Lakes site, ringing Langton Lake. A variety of residential types <br />will be constructed, including duplexes, townhomes, condominiums and apartment buildings, with a <br />range of affordability. Twin Lakes is envisioned as a livablemixed-use business park, which is <br />sensitive to the needs of residents, workers and employers alike. Twin Lakes Parkway will function <br />as a vital arterial through Twin Lakes, keeping interstatebound traffic off of residential streets, and <br />allowing easier access to the rest d the metro area to drivers. <br /> <br />. Linkages within the site and to adjacent sites/neighborhoods <br /> <br />Twin Lakes Parkway will be the primary infrastructure addition to Twin Lakes which will result in <br />improved linkages throughout the site and to previous redevelopmenbn the east as far as Snelling <br />Avenue, and on the west to the ~35W exchange. Included in the Parkway rightof-way will be <br />sidewalks and landscaped medians, making for a pleasant pedestrian environment. Walking paths <br />around Langton Lake already exist, whCh will help integrate the new housing units with the existing <br />single-family neighborhood and essential services such as grocery and drug stores. Ramsey <br />County's plans to improve the streetscape of County Road C, and the eventual addition of a <br />commuter rail line along County Road C (in what is now an operating commercial rail bed) will help <br />link Twin Lakes with its neighbors to the south. <br /> <br />. How the area will serve/improve/provide access to employment, transportation, <br />housing, services, recreation, community or public spaces <br /> <br />Twin Lakes is purposefully proposed as a full employment and living environment with a mix of uses <br />catering to the needs of the corporate client, employees and residents. <br /> <br />Transit currently serves the area on Cleveland and Snelling. With l1e addition of the Twin Lakes and <br />improvements to County Road C, the City will work with transit agencies to ensure that appropriate <br />transit is serving the future demand generated by the development. <br /> <br />The Twin Lakes area currently is a sea of asphalt withlimited to no connection between parcels <br />within the development and to the surrounding developments. The redevelopment of Twin Lakes will <br />bring that connection back to the area with the help of the main roadway of Twin Lake9arkway, <br />which is essential to the makeup of the area. <br /> <br />The City fears that if a public roadway is not constructed to provide the linkage between the uses that <br />private development may continue in a traditional sense on a parceby-parcel basis with limited to no <br />connection. <br /> <br />Through this process, the City will require that each development include public spaces, whether it is <br />pathways or public green spaces. Linkages will be provided to the Langton LakePark, which will <br />implement Roseville's Master Pathway Plan.
