File 3315: Roselawn Cemetery request for a Conditional Use <br />4 Permit to allow the construction of a crematory on the cemetery grounds <br />5 adjacent to the existing office and garage. <br />6 <br />7 Chair Rhody opened the hearing and requested Thomas Paschke to provide a <br />8 verbal summary of the project report dated June 13, 2001. <br />9 <br />10 Thomas Paschke provided a review explaining Roselawn Cemetery, 803 <br />11 Larpenteur Avenue, was requesting approval of a conditional use permit (CUP) to <br />12 construct an 1800 square foot (30 foot by 60 foot) crematory north ofLarpenteur <br />13 Avenue adjacent to the existing cemetery buildings. He explained the proposed <br />14 crematory and location and explained crematories and the growth in use of <br />15 cremation. <br />16 <br />17 The cemetery pre-dates the current Code. The proposal is for a 30 by 60 foot <br />18 building. The structure would be compatible and screened from view. <br />19 <br />20 Staff recommended approval with conditions. <br />21 <br />22 Thomas Paschke explained that he had received letters, phone calls and emails. <br />23 <br />24 Member Traynor asked about traffic impact. Thomas Paschke noted that this use <br />25 has a low volume of traffic, acceptable within the cemetery. Member Traynor <br />26 asked ifthe exhaust would be clear. <br />27 <br />28 Chair Rhody noted he had reviewed four written comments from neighbors <br />29 objecting to soot, odor and air emission. <br />30 <br />31 Larry Hudalla and Ed Reid, Roselawn Cemetery, noted the cemetery was <br />32 established in 1906. The building is 30' x 60' or 1800 s.f. (420s.f. size a mistake <br />33 of the applicant). Mr. Hudalla said new units are smokeless and colorless. They <br />34 re-bum all the gases. By 2010, cremation in Minnesota will be nearly 50%. It is <br />35 considered a service by the cemetery. There is a shortage in the area (one in <br />36 Ramsey County). <br />37 <br />38 Chair Rhody asked what would be seen (Hudalla said it would not be viewed (but <br />39 would be screened) from Larpenteur. At Forest Lawn there have been no <br />40 complaints. <br />41 <br />42 Member Mulder noted the Department of Health govems- do they allow any <br />43 emissions? (Mr. Hudalla noted new units do not allow for emission, and do shut <br />44 down or correct its gas or flame and gas is recycled). <br />45 <br />46 Member Olson asked about functions. Is it designed for lot owners (no)? <br />47 Cremation requests come from the mortuary. Hudalla estimates 200 to 300 <br />
