<br />REQUEST FOR PLANNING COMMISSION ACTION <br /> <br />Date: 07/11/01 <br />Item No: 6a <br /> <br />Department Approval: <br />~11? <br />Item D~scription: A request by Roselawn Cemetery for a Conditional Use Permit to allow the <br />construction of a crematory on the cemetery grounds adjacent to the existing <br />office and garage (PF3315). <br /> <br />Manager Approved: <br /> <br />Agenda Section: <br />PUBLIC HEARINGS <br /> <br />On June 13, 2001 the Roseville Planning Commission continued the hearing <br />regarding the Roselawn Cemetery request, for provision of additional information <br />related to industry wide standards on crematories. Attached is the information staff <br />has found regarding crematories. <br /> <br />. 1.0 REQUESTED ACTION <br /> <br />1.1 Roselawn Cemetery, 803 Larpenteur Avenue, requests approval of a conditional use <br />permit (CUP) to construct a 1,800 square foot (30 foot by 60 foot) crematory north of <br />Larpenteur Avenue adjacent the existing cemetery buildings. <br /> <br />2.0 BACKGROUND - CITY CODE REQUIREMENTS <br /> <br />2.1 Section 1004.02C10 of the Roseville Zoning Ordinance allows cemeteries as a CUP <br />within the R-1, Single Family Residence District. <br /> <br />2.2 The CUP process (Section 1013 of the City Code) for this request allows the City to <br />consider: <br /> <br />>> Compatibility with adjoining properties. <br />>> Impacts on traffic and public facilities. <br />>> Impacts on property value. <br />>> Impacts on general health, safety, and public welfare. <br />>> Compatibility with the Roseville Comprehensive Plan. <br /> <br />2.3 The process also allows the City to impose those conditions it considers necessary to <br />protect the public health, safety, and welfare. <br /> <br />3.0 BACKGROUND - SITE DESCRIPTION & PROPOSAL <br /> <br />3.1 Rose1awn Cemetery is located in Comprehensive Plan District 14 with a future land use <br />designation of "CEM" for Cemetery. The use is consistent with the land use designation. <br />The cemetery was established in 1906 and the original plans indicated a chapel and <br />crematory near the current location. In 1989 the City Council adopted a resolution <br />setting the boundaries of the cemetery. <br /> <br />PF3315 RPCA (071101) - Page 1 of 4 <br />
