Because of the distance (350 to 2,700 feet - see attachment) and the concealed, <br />self adjusting cleaner, and filtering condition of the crematory, the proposed <br />crematory will not have an impact on surrounding property values. <br /> <br />D. There appears to be no impact on general health, safety, and public welfare. <br />Forest Lawn Cemetery, 1800 Edgerton Street, Maplewood, has the only other <br />crematory in close proximity to this site. <br /> <br />E. The project complies with the Comprehensive Plan designation (via the CUP <br />process) as a Cemetery use. <br /> <br />4.3 Conditions may be attached to the CUP that would mitigate the impact on adjacent <br />properties including such items as increased setbacks from property lines, landscape <br />screening, architectural color and design/materials details, drainage provisions, and <br />limiting additional exterior storage. <br /> <br />4.4 The Community Development Department Staff did discuss crematories with the <br />Minnesota Pollution Control Agency (MPCA). Ann Jackson, Staff Engineer in the <br />Policy and Planning Division, indicated that in her 12 years with the MPCA she has <br />never received a complaint regarding the operation or emissions of a crematoria. <br />Crematoria have not required a permit because their emissions do not cross <br />emission thresholds requiring a permit. The amount of mercury from a crematoria, <br />while not negligible, is minimal and the MPCA has a mercury reduction initiative <br />underway focusing on changing dental practices rather than making changes at the <br />crematoria. Crematoria are governed by Minnesota Rules 7011.1215, subp. 3. The <br />MPCA regulates them on a complaint basis. <br /> <br />4.5 The Community Development Staff contacted the City of Maplewood to see whether <br />they had received any complaints on Forest Lawn Cemetery's crematories. Tom <br />Ekstrand, Maplewood Community Development Department indicated that the City <br />has not received any calls from adjacent residents regarding Forest Lawn's <br />crematory.
