<br />4.1 To the north of the Noland site, across Hamline Avenue is the Ramsey County Roseville <br />Library, which is zoned as an Institutional PUD; to the northwest is another auto service repair <br />business, zoned B-3; to the west, directly across Hamline Avenue is a multi-tenant 2 story <br />office building, zoned B-1; to the south, directly adjacent to the Noland property is a newly <br />renovated single family home within an R-l zone; and, to the east is a one story medical office <br />building, zoned B-3. <br /> <br />4.2 The current Comprehensive Plan map designates the future land uses as residential. (Staff is <br />checking this to determine if an error was made in the 1994 original map.) <br /> <br />5.0 POLICY & FISCAL IMPLICATIONS <br /> <br />5.1 The City policy aims to renovate and preserve commercial mixes (especially more compatible <br />small businesses) near existing neighborhoods. <br /> <br />5.2 No direct fiscal implications are apparent. Loans (through the city's small business revolving <br />loan program could assist on the private pavement and landscape. Grants may used to assist the <br />applicant complete the renovation of the boulevard and sidewalk. One local business and at <br />least 2 jobs will be retained. <br /> <br />6.0 STAFF RECOMMENDATION <br /> <br />6.1 Staff recommends approval of the request by Perry Noland to repave and landscape the <br />property located at 2150 Hamline Avenue, based on the findings in Section 3 of this report and <br />subject to the following conditions: <br /> <br />A. A complete and detailed paving, landscape, sidewalk, and fence plan must be submitted <br />prior to grant approval and prior to building permit application. <br /> <br />7.0 SUGGESTED ACTION <br /> <br />By motion, recommend approval (denial) of variances requested by Perry Noland from <br />applicable parking and paving setback requirements for his Roseville Auto Repair Shop located <br />at 2150 Hamline Avenue as stated in Section 3.6 in order to renovate the parking and <br />landscaping on the site, based on the findings in Section 3 with the conditions recommended in <br />Section 6 of the project report. <br /> <br />Prepared by: Dennis Welsch (651-490-2232) and Thomas Paschke (651-490-2236) <br />Attachments: Property location map, aerial photo, and proposed development plans. <br />60-day Time Limit: Application accepted on May 7, 2001.
