While the existing structure does not meet the existing requirements of <br />the most recent building codes, it is otherwise a compatible building worth <br />renovating/adapting to a current use. It is more cost effective to renovate. <br /> <br />b, Requiring a setback of 30 feet from Lovell Avenue is consistent with the setback of <br />adjacent residential structures, but is unique in that there are no other 2.5 story fire <br />stations in the area to compare it with. The structure will be at least 35 feet from the <br />Lovell Street curb. No curb cut or parking is proposed on this side of the building. <br /> <br />c. Given existing conditions, the proximity of the structure to all setbacks, limited <br />structure design options, there appears to be no practical alternative site designs that <br />would allow compliance with the City Code and eliminate the need for variances. <br /> <br />d. The impacts of this redevelopment project, if the variance was issued, will not create <br />any significant community impacts on the health, safety, or general welfare. To the <br />contrary, the proposal adds life safety stairwell and provides space for fire dormitory <br />needs. The physical impact off improvement on the neighborhood appears minimal. <br /> <br />6.0 STAFF RECOMMENDATION <br /> <br />6.1 The staff recommends approval of the City of Roseville Fire Station 8 foot setback variance <br />request necessary to construct life safety stair well exit from the Fire Station #3 located at 2335 <br />Dale Street, based on the findings in Section 5 and subject to the following conditions: <br /> <br />A, The added stair well shall be of similar material and matching colors to the existing <br />exterior of the building. <br /> <br />B, The proposed principal structure shall be set back a minimum of 22 feet from the north <br />property line (Lovell Avenue right of way). <br /> <br />C. The City must provide a landscape planting plan for the addition. <br /> <br />D. All roof drainage created by the new structure must be collected in gutters and <br />channeled to the natural drainage way within the applicant's property. <br /> <br />7.0 PLANNING COMMISSION ACTION <br /> <br />7.1 At their meeting of June 13, 2001, the Planning Commission held the public hearing regarding <br />the City of Roseville Fire Department requests for approval of a comer/side lot line variance of <br />eight feet at Fire Station #3,2335 Dale Street, to allow construction of a safety exit stairway. <br />There were no citizens in attendance wishing to address this issue before the Commission. <br /> <br />7.2 The Commission recommended (7-0) offering a resolution approving of a corner/side lot line <br />variance of 8 feet for the construction of a safety exit stairway from the second level to <br />exterior ground floor of Fire Station #3, 2335 Dale Street. <br /> <br />PF3319RCA (06260 I) Page 3 of 4 <br />
