<br />renovating/adapting to a current use. It is more cost effective to renovate the public <br />structure. <br /> <br />c. Requiring a setback of 30 feet ITom Lovell Avenue is consistent with the setback of <br />adjacent residential structures, but is unique in that there are no other 2.5 story fire <br />stations in the area to compare it with. The structure will be at least 35 feet from the <br />Lovell Street curb. No curb cut or parking is proposed on this side of the building. <br /> <br />d. Given existing conditions, the proximity of the structure to all setbacks, limited <br />structure design options, there appears to be no practical alternative site designs that <br />would allow compliance with the City Code and eliminate the need for variances. <br /> <br />e. The impacts of this redevelopment project, if the variance was issued, will not create <br />any significant community impacts on the health, safety, or general welfare. To the <br />contrary, the proposal adds life safety stairwell and provides space for fire dormitory <br />needs. The physical impact off improvement on the neighborhood appears minimal. <br /> <br />6.0 STAFF CONSIDERATION <br /> <br />6.1 The staff recommends approval of the City of Roseville Fire Station 8 foot setback variance <br />request necessary to construct life safety stair well exit from the Fire Station #3 located at 2335 <br />Dale Street, based on the findings in Section 5 and subject to the following conditions: <br /> <br />A. The added stair well shall be of similar material and matching colors to the existing <br />exterior of the building. <br /> <br />B. The proposed principal structure shall be set back a minimum of 22 feet from the north <br />property line (Lovell Avenue right of way). <br /> <br />C. The City must provide a landscape planting plan for the addition. <br /> <br />D. All roof drainage created by the new structure must be collected in gutters and <br />channeled to the natural drainage way within the applicant's property. <br /> <br />7.0 SUGGESTED ACTION <br /> <br />7.1 By motion, recommend approval of (approve with modifications or deny) a resolution granting <br />the City ofRoseville Fire Department, 2335 Dale Street, an 8 foot comer side yard setback <br />variance from Section 1004.02D5 (Dwelling Dimensions and Appearances and Height, <br />Frontage, Yard and Lot Area Requirements in R-l Districts) of the Roseville City Code to <br />allow construction of a new 8 feet by 19 foot life safety exit stairwell, subject to the findings in <br />Section 5 and conditions A - D in Section 6 of this project report. <br /> <br />Prepared by: Dennis Welsch (651-490-2232) and Thomas Paschke (651-490-2236) <br /> <br />Attachments: Property location map, aerial photo, site plan, draft PC Resolution, <br />60-day Time Limit: Application submitted and accepted on April 13, 200 I; Decision Deadline - not applicable. <br />Q:ComDev/PlanningFilesIPF3319/RPCA(06130 I) <br /> <br />PF3319 - PF3319RPCA (061301).doc Page 3 of3 <br />
