<br />Description of Project: <br /> <br />This narrative should fully explain the "hardship(s)" that justify the departure from the strict <br />application of the Code. The term "hardship" or "undue hardship" typically refers to physical <br />characteristics of the property, such as shape, soil conditions, or extreme topography. Neither <br />mere inconvenience, nor reduction in value alone, is sufficient to justify a variance. The inability <br />to put property to its highest and best use is not considered a hardship or practical difficulty. The <br />problem that justifies the variance must be caused by conditions beyond the control of the <br />applicant. The applicant cannot create the condition that requires the variance. <br /> <br />Fire Station #3 is an essential City Building permitted in a Single Family Residential zone ("R-l") zone. <br />The site at 2335 Dale Street is in an "R-l" zone. The building was built in 1975. <br /> <br />The City of Roseville Fire Department is upgrading Fire Station #3 to meet current life safety needs. <br />Dormitory space is required to house the fire fighters at this station. In order to provide safe egress from <br />the dormitory on the second floor, a new set of exit stairs are proposed to meet the city building code. <br />The exterior walls of the 8' -0" x 18' -8" (149 s.f.) addition will match the existing materials used on the <br />Fire Station. <br /> <br />There are no alternative locations on the building that will adequately meet the codes and functionally <br />support the need for a dormitory stair well. There are drive through bays for fire vehicles on both the <br />east and west sides of the building; the south side of the building is set 28 feet from the property line. On <br />the north side, the building is located at the 30 foot side (comer lot) setback line required by City of <br />Roseville Zoning Codes. By adding the stairwell, the building wall would extend to within 22 feet of the <br />north property line. There is a 14 foot boulevard between the property line and the street curb, meaning <br />the proposed stairwell would be 36 feet from the curb line. There are no line of sight issues on this lot <br />because the building is set back 100 feet from Dale Street <br /> <br />Page 3 ofJ <br />
