<br />1) Mr. Root has a unique situation whereby the house is set back <br />approximately 200 feet from the front (Hamline Avenue) property line. <br />The parcel is 120 feet wide and 307 feet deep and has limited options for <br />new structure placement given the current principal structure location. <br /> <br />2) The parcel is also unique due to its wooded nature, which limits new <br />structure placement, unless trees are removed. The home is substantially <br />screened from Hamline Avenue and the adjacent properties. <br /> <br />3) Natural lighting can reduce dependence on electricity during certain times <br />of the year. The clearstory design for this parcel must take advantage of <br />. <br />parcels openness to the east. <br /> <br />C. The variance, if granted, will not alter the essential character of the locality: <br /> <br />1) Both variance requests will not alter the essential character or the locality, <br />nor adversely affect the public health, safety, or general welfare, of the <br />city or adjacent properties. <br /> <br />2) The proposal will be heavily screened from view and is somewhat <br />consistent with the neighboring property, 2456 Hamline Avenue, whereby <br />the detached accessory structure lies within the front yard. <br /> <br />4.0 STAFF RECOMMENDATION <br /> <br />4.1 Based on the findings outlined in Section 3 staff recommends approval of the request <br />for a variances from Section 1004.01A7 and 1004.01AI0 of the City Code, to allow <br />construction of a 24 foot by 26 foot (624 sq. ft.) detached accessory structure in the <br />front yard and to a height of 18 feet tall for property located at 2468 Hamline <br />Avenue. <br /> <br />5.0 PLANNING COMMISSION ACTION <br /> <br />5.1 On July 11,2001, the Roseville Planning Commission held the public hearing regarding <br />the Root Variance request. At the hearing no citizens were present to address the <br />Commission. The Commission asked questions of Mr. Root regarding the site and the <br />dense wooded lot. <br /> <br />5.2 The Commission recommended (7-0) to approve the request by Mr. Root for a variance <br />from Section 1004.01A7 and a three foot variance from Section 1004.01AlO of the <br />Roseville City Code based on the findings in Section 3 of the project report dated July <br />11,2001. <br /> <br />PF3320 RCA (072301) Page 3 of 4 <br />
