<br />REQUEST FOR CITY COUNCIL ACTION <br /> <br />DATE: 07/23/01 <br />ITEM NO: c- 3 <br /> <br />Agenda Section: <br />CONSENT <br /> <br />A request by a 1 Grotenhuis for a 17-foot Variance from Section <br />703.04B1a of the Roseville City Code for property located at 3175 West <br />Owasso Boulevard (PF3323) <br /> <br /> <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 Paul Grotenhuis is requesting a 17-foot variance fro~ Section 703.04Bla ofthe City <br />Code to allow a driveway apron in the public right-of-way to be increased from the <br />required 26- foot maximum width to a width of 48 feet. <br /> <br />2.0 BACKGROUND <br /> <br />2.1 Mr. Grotenhuis owns the property located at 3175 West Owasso Boulevard. The <br />property is zoned R-l, Single Family Residential, and the Comprehensive Plan identifies <br />the property as Low Density Residential. <br /> <br />2.2 The City's Pavement Management Program and the reconstruction of West Owasso <br />Boulevard have contributed to this variance request. <br /> <br />2.3 It is Mr. Grotenhuis's contention that the proposed increased apron width will enable <br />better access to the garage. <br /> <br />APRON WIDTH <br />Code Re uirement <br />26 feet <br /> <br />Current Width <br />49 feet <br /> <br /> <br />Variance Re uested <br />17 feet <br /> <br />3.0 STAFF COMMENT & FINDINGS <br /> <br />3.1 Section 703.04Bla requires a maximum driveway width of26 feet in a public right-of- <br />way. Based on the proposal a variance is necessary to allow the existing driveway to <br />remam. <br /> <br />3.2 Section 1013.02 requires the applicant to demonstrate a physical hardship and to <br />demonstrate that no practical alternatives exist that would reduce the need for a variance. <br /> <br />3.3 The Engineering Department has worked with Mr. Grotenhuis to design an access that <br />reduces the grade percentage from the street, but is not able to completely eliminate some <br />steepness once into the property. <br /> <br />PF3323 RCA (072301) Page lof3 <br />
