REQUEST FOR PLANNING COMMISSION ACTION I>ATE: 07/11/01 ITEM NO: 6b Agenda Section: PUBLIC HEARING A request by Paul Grotenhuis for a 17-foot Variance from Section 703.04B1a of the Roseville City Code for property located at 3175 West Owasso Boulevard (PF3323) Manager Approved: 1.0 REQUESTED ACTION 1.1 Paul Grotenhuis is requesting a 17-foot variance from Section 703.04Bla of the City Code to allow a driveway apron in the public right-of-way to be increased from the required 26-foot maximum width to a width of 48 feet. 2.0 BACKGROUND 2.1 Mr. Grotenhuis owns the property located at 3175 West Owasso Boulevard. The property is zoned R-l, Single Family Residential, and the Comprehensive Plan identifies the property as Low Density Residential. 2.2 The City's Pavement Management Program and the reconstruction of West Owasso Boulevard have contributed to this variance request. 2.3 It is Mr. Grotenhuis's contention that the proposed increased apron width will enable better access to the garage. APRON WIDTH Code Requirement Current Width Applicant Request Variance Requested 26 feet 49 feet 43 feet 17 feet 3.0 STAFF COMMENT & FINDINGS 3.1 Section 703.04Bla requires a maximum driveway width of26 feet in a public right-of- way. Based on the proposal a variance is necessary to allow the existing driveway to remaIn. 3.2 Section 1013.02 requires the applicant to demonstrate a physical hardship and to demonstrate that no practical alternatives exist that would reduce the need for a variance. 3.3 The Engineering Department has worked with Mr. Grotenhuis to design an access that reduces the grade percentage from the street, but is not able to completely eliminate some steepness once into the property.
