REQUEST FOR CITY COUNCIL ACTION

DATE: 08/27/01
ITEM NO:

Agenda Section:
LAND USE

A request by Fred & Laurie Boucher for a Variance from Section
1004.01A3 and 1004.01A5, and a Conditional Use Permit under Section
1004.01A4 of the Roseville City Code for property located at 1166 Laurie
Road (PF3325)

Manager Approved:

1.0 REQUESTED ACTION

1.1 Fred and Laurie Boucher wish to construct a 1,008 square foot detached garage at 1166
. Laurie Road. In order to do this, two variances and a conditional use permit are
necessary.

2.0 BACKGROUND

2.1 The Boucher request was placed on two separate Planning Commission agendas for
consideration of a variance to Section 1004.01 A3 of the City Code and a conditional use
permit (July II) and a variance to section 1004.01A5 (August 8) of the Roseville City
Code.

2.2 The request that went before the Planning Commission on July 11, 2000, sought a 108
square foot variance to Section 1004.01A3 (Detached Accessory Building Limit) and a
conditional use permit under Section 1004.01A4 of the Roseville City Code to allow
construction of a 1,008 square foot detached garage in the rear yard ofthe premises.

2.3 The request that went before the Planning Commission on August 8, 2001, sought a 176
square foot variance to Section 1004.01A5 (Overall Area) to allow construction of the
same 1,008 square foot detached garage.

2.4 The necessity of the second public hearing regarding Overall Area was prompted by a
field inspection that concluded that the proposed detached garage was larger than the
existing home. Thus the alternative was to reduce the proposed detached garage or apply
for an additional variance. The Boucher's chose to apply for the variance to Section
1004.01A5.

2.5 The Boucher's have indicated in the attached narrative that they have two full sized
trucks, two classic cars (one kept on a trailer) tools, lawn mower, snow blower, and other
miscellaneous equipment. The existing garage is dilapidated and instead of making
costly renovations, the Boucher's want a garage that meets their storage needs, thus the
request for the variances and conditional use permit.

PF3325 RCA (08270 I) Page I of 7
