structures with contiguous properties.
4. Impact of the use on the market value of contiguous properties.
5. Impact on the general public health, safety and welfare.
6. Compatibility with the City's Comprehensive Plan.":

5.2 Staff has reviewed the development proposal with regard to the criteria in Section
1013.01.0 of the Roseville Zoning Ordinance and concludes the following:

A. The proposed detached accessory building will not create additional traffic nor
the need for additional public facilities.

B. The detached accessory building can be partially screened by placing appropriate
landscaping along the east property line, even though, the garage will be adjacent
a neighboring detached garage. The sides of the garage can be modified with
windows to minimize the mass of the west and east sides of the building.

C. The detached accessory structure will not have an impact on the market value of
contiguous property.

D. There appears to be no impact on general health, safety, and public welfare.

E. The project complies with the Comprehensive Plan designation (via the CUP and
variance process) as a Low Density Residential use.

F. Conditions may be attached to the CUP that would mitigate the impact on
adjacent properties including such items as roof gutters for controlling drainage,
landscape screening, windows, building materials, and roof truss design.

6.0 POL][CY & F][SCAL ][MPL][CAT][ON

6.1 The Comprehensive Plan and the Roseville Housing Improvement Plan encourage
maintaining and improving residential properties and infrastructure, as well as
reconstruction and rebuilding of residential structures (and neighborhoods) throughout
the community.

6.2 There are no additional fiscal implications and no public infrastructure improvements or
extensions necessary.

7.0 STAFF RECOMMJENDAT][ON

7.1 Staff recommends approval of ~ n m~ f>)i!J]un~Ire [m])1 V~Irn~!I1lil":e 1~ SedaOl!ll JlO04JHAJ ana a
n 76 sl[j!UJlaIre [001 v~Irna!l1lil":e 1~ Seil":1no!l1l n@@4UHA5 mY 1ll11e RosevllHHe Cnt)' Code, and a
cO!l1ldfitiona] unse jpeIrmrnll1 1~ ~]ll~w ~ n,@@~ si!J]un~Ire [i!])o1 idlet~cll11ed accessory building
(gaJrage) at H66 JL~unIrne R~~idl1baseidl ~!I1l tll11e Ci!])mmrnell1lts all1lidlfnilJll[JInrngs outHned in
Section 3, 4, 5 ~!I1lidl 6, ~[tll11e jpIroject IrejpoIrt idlateidl Aungl!llst 27, 200n.

PF3325 RCA (082701) Page 6 of?
