<br />b. The change in comprehensive plan designation and zoning classification fit well <br />into the adjoining neighborhood. Specifically, multiple family districts are <br />usually considered transitional zones between single-family detached residential <br />areas and commercially zoned property. This allows the multi-family residents <br />better access to commercial areas and reduces the amount of multi-family cut- <br />through traffic, which travels through a R-l area to the commercial areas and <br />community collector streets. In Accessible Space, Inc. proposal, single family <br />residentially zoned property lies directly east and commercially zoned property <br />lies directly west. The parcel has direct access to County community collector <br />streets (Roselawn and Lexington). <br /> <br />c. Though the Comprehensive Land Use Plan designation of this property is Low <br />Density Residential, the parcel, as a remnant, would be difficult to develop as a <br />commercial property because of coverage, parking requirements, and <br />compatibility with adjoining residential neighbors. <br /> <br />d. The 22-unit apartment complex is consistent with the Planned Unit Development <br />and R-3 multi-family district, and with the city lifecycle and diversity of design <br />housing programs. <br /> <br />e. Traffic generated from the 22 units of handicapped housing is estimated to range <br />from 100 to 130 trips per day and does not create vehicular conflict with existing <br />traffic patterns, nor adversely impact the adjacent residential community. <br /> <br />f. Over 65 households (Multi-family housing or townhomes) have been approved <br />and constructed on or adjacent to the Lexington-Roselawn intersection. <br /> <br />And subject to the following conditions: <br /> <br />1. Review and comments of the Metropolitan Council. <br />2. Passage and publication of an ordinance properly and consistently rezoning of the <br />subject parcel. <br /> <br />The motion for the adoption of the foregoing resolution was seconded by Member Kough <br />and upon vote being taken thereon, the following voted in favor thereof: Kough, Klausing, <br />Schroeder, Kysylyczyn <br /> <br />and the following voted against the same: Maschka <br /> <br />WHEREUPON said resolution was declared duly passed and adopted. <br />
