REQUEST FOR CITY COUNCIL ACTION DATE: 08/27/01 ITEM NO: 1-3 Manager Approved: Agenda Section: ~ LAND USE A request by Roseville Covenant Church Variance from Sect of the Roseville City Code for property located at 1380 and 1382 County Road C2 (PF3333) 1.0 REQUESTED ACTION 1.1 Roseville Covenant Church is requesting a 23-foot variance from Section 1004.02A4 of the City Code to establish a church use in;structure closer than 30 feet to an adjacent residential lot. 2.0 BACKGROUND 2.1 Roseville Covenant Church, 2865 Hamline Avenue, intends to purchase the property (a duplex) at 1380 and 1382 County Road C2 for the utilization of church office and storage. The property is zoned R-2, Two Family Residence District; located in Planning District 3; and given a Comprehensive Plan Future Land Use Map designation of Low Density Residential. 2.2 The variance being requested by Roseville Covenant Church is necessary to allow the existing structure to remain in its current location. Without a variance the church would be required to relocate the structure in order to meet the 30-foot separation requirement of Section 1004.02A4 of the Roseville City Code. 2.3 The proposed reduction of this setback will enable Roseville Covenant Church to retain the structure in its current location and use it for office and storage needs. STRUCTURE SEPARATION Code Re uirement 30 feet Current Se aration Pro 7 feet Variance Re uested 23 feet 3.0 STAFF COMMENT & FINDINGS 3.1 The duplex located at 1380 and 1382 County Road C2 is a permitted use in an R-2, Two Family Residence District. Further, this use of the property for church purposes is also a permitted use in the R-2 District. Specifically, Section 1004.02A4 states: Churches, convents, libraries, and City buildings, provided no structure shall be nearer than 30 feet to any adjacent lot in an R District.
