File 3333: A request by Roseville Covenant Church for a Variance <br />from Section 1004.02A4 of the Roseville City Code to allow use ofa home, <br />closer than 30 feet from adjacent residential uses, for church purposes. The <br />property is located at 1380 County Road C2. <br /> <br />Chair Rhody opened the hearing and requested Thomas Paschke to provide a verbal <br />summary of the project report dated July 11,2001. <br /> <br />Roseville Covenant Church is requesting a 23-foot variance from Section 1004.02A4 of <br />the City Code to establish a church use in structure closer than 30 feet to an adjacent <br />residential lot. <br /> <br />Roseville Covenant Church, 2865 Hamline Avenue, intends to purchase the property (a <br />duplex) at 1380 and 1382 County Road C2 for the utilization of church office and <br />storage. The property is zoned R-2, Two Family Residence District; located in Planning <br />District 3; and given a Comprehensive Plan Future Land Use Map designation of Low <br />Density Residential. <br /> <br />Mr. Paschke noted this is a pre-existing, permitted condition. Moving the structure to <br />meet the setback is unreasonable. He recommended approval. <br /> <br />Member Mulder asked if the Church could add on to the site. (The Church can use all of <br />the structure, but to change the structure, the Church must meet the Code). <br /> <br />Member Wilke asked if the Church is tax exempt; does the property become tax-exempt? <br />(yes); assessments do apply. <br /> <br />The applicant had no comment. <br /> <br />Merle Grundum, 2280 Sheldon, was opposed to the Church taking over the property <br />because of church property maintenance including weeds and screening HV AC. <br /> <br />Chair Rhody closed the hearing. <br /> <br />Member Wilke recounted how HV AC on the north side of the building was not favorably <br />reviewed in prior years. Staff must review the existing site and conditions attached to the <br />Church. <br /> <br />Motion: Member Mulder moved, seconded by Member Wilke, to recommend approval <br />of the request by Roseville Covenant Church for a 23-foot variance to Section 1002.02A4 <br />of the Roseville City Code, based on the comments and findings in Section 3 of the <br />project report dated August 8, 2001. <br /> <br />Ayes: Rhody, Cunningham, Traynor, Wilke, Olson, Duncan, Mulder <br />Nays: None <br />Motion carried 7-0. <br /> <br />Member Olson noted that parking would be on the Church parking lot rather than on <br />County Road C-2. <br />
