<br />REQUEST FOR PLANNING COMMISSION ACTION <br /> <br />DATE: 08/08/01 <br />ITEM NO: 6c <br /> <br />Department Approval: <br /> <br />~LI? <br />It m Description: A request by Roseville Covenant Church Variance from Section <br />1004.02A4 of the Roseville City Code for property located at 1380 and <br />1382 County Road C2 (PF3333) <br /> <br />Manager Approved: <br /> <br />Agenda Section: <br />PUBLIC HEARING <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 Roseville Covenant Church is requesting a 23 foot variance from Section 1004.02A4 of <br />the City Code to establish a church use in structure closer than 30 feet to an adjacent <br />residential lot. <br /> <br />2.0 BACKGROUND <br /> <br />2.1 Roseville Covenant Church, 2865 Hamline Avenue, intends to purchase the property (a <br />duplex) at 1380 and 1382 County Road C2 for the utilization of church office and <br />storage. The property is zoned R-2, Two Family Residence District; located in Planning <br />District 3; and given a Comprehensive Plan Future Land Use Map designation of Low <br />Density Residential. <br /> <br />2.2 The variance being requested by Roseville Covenant Church is necessary to allow the <br />existing structure to remain in its current location. Without a variance the church would <br />be required to relocate the structure in order to meet the 30-foot separation requirement of <br />Section 1004.02A4 of the Roseville City Code. <br /> <br />2.3 The proposed reduction of this setback will enable Roseville Covenant Church to retain <br />the structure in its current location and use it for office and storage needs. <br /> <br />STRUCTURE <br />SEPARATION <br />Code Requirement Current Separation Proposed Separation Variance Requested <br />30 feet 7 feet 7 feet 23 feet <br /> <br />3.0 STAFF COMMENT & FINDINGS <br /> <br />3.1 The duplex located at 1380 and 1382 County Road C2 is a permitted use in an R-2, Two <br />Family Residence District. Further, this use of the property for church purposes is also a <br />permitted use in the R-2 District. Specifically, Section 1004.02A4 states: Churches, <br />convents, libraries, and City buildings, provided no structure shall be nearer than 30 feet <br />to any adjacent lot in an R District.
