The review concludes that the EA W is incomplete with respect to
regional concerns. The Council is unable, without additional infonnation, to detennine whether the EA W
is accurate or if there are major issues of consistency with Council policies. Until additional infonnation
is provided, the Council withholds any opinion about the necessity of an Environmental Impact Statement
(EIS) for regional purposes. The Council encourages the city to withdraw the EA W, prepare additional
materials to address the issues identified below and re-issue the EA W at a later date.

Centre Pointe Solutions proposes to buil9 a 21,,500 square: foot buildjng within a portion of the Centre
Pointe' Business Park in Ros~vill~., The office, project was previously approve4,for 6,900 square feet of,
office space, and Centre Pointe Solutions is proposing an additional i5,500 SF bfoffice space for the site.

Item 28- Impact on Infrastructure and Public Services (Aaron Isaacs, MetroTransit)

For the following reasons, the EA W is incomplete for review. The EA W makes no mention that Centre
Pointe Business Park is directly served by Route 801 and indirectly by all other routes serving the
Rosedale and Columbia Heights hubs. Bus stops adjacent to the business park are not indicated in the
EA W. Additionally, there is no mention if sidewalks are present or planned along the development to
connect the business park to bus stops, or if bus shelters are being considered for the area.

In addition, staff provides the following advisory comments for your consideration:

Transportation (Ann Braden, 651-602-1705)

The conclusions and recommendations for the original 1997 traffic study are still valid for this modified
development plan. The traffic impacts associated with the current Centre Pointe Business Park proposal
are nearly identical to the impacts that were concluded to with the Centre Pointe Business Park proposals
approved in the spring of 1997 and February 2000.

. .f ~. ~.

".- '.- ,"'.

. o'. ~ ....;.., .

, - -.._ . -' .Jr-' ~ " " " , p-
The only Level of-Service (LO$) problem exist~,atrtpe,North Centre p'ojpte-Drive 'and Clevelarid Avenue
':ihtersection: 'fheproblem ~an be mitigated with th~': instaHa,tiq1} ~9rtf~r.~p'Mgllal:c~h~(jis~a~r e'~t~~~'Nof.th
Centre Pomte DrIVe or LydIa Avenue along Cleveland Avenue.
