<br />7.1 On October 10, 2001, the Roseville Planning Commission held the public hearing <br />regarding the Solutia Consulting request. At the hearing no citizens addressed the <br />Commission. E-mails were presented to the Commission from tenants and property <br />managers supporting the need for a restaurant on the vacant parcel. However the <br />Commission did ask questions pertaining to the difference in the Master Plan, Master <br />Plan Map, and the adopted PUD. The Commission also asked specific questions <br />pertaining to the site and use of the building (see attached draft minutes). <br /> <br />7.2 The Planning Commission determined that the Concept PUD Amendment for land uses <br />and master site plan proposed by Solutia, consisting of a 15,500 square feet of additional <br />office space and 6,000 square feet of allowable office space within the existing Planned <br />Unit Development, is consistent with the comprehensive plan and the intent of the 1997 <br />Centre Pointe PUD, noting that the city policy is market driven development and office <br />space is now needed in the market, and the proposal meets/exceeds the City's goals for <br />head of household living wages. <br /> <br />7.3 Based on the above determination, the Roseville Planning Commission recommended (S- <br />O) approval of the proposed General Concept Plan for a PUD amendment (#1177) to <br />allow construction of the 21,500 square foot Solutia office building, an increase in the <br />allowable square footage within the Centre Pointe PUD of 15,240 square feet subject to <br />the conditions listed in that project report dated 10/1 % 1. <br /> <br />7.4 Further, the Planning Commission made no comment on the Draft EA W nor cited any <br />significant environmental impacts requiring further review in an Environmental Impact <br />Statement. <br /> <br />8.0 CITY COUNCIL ACTIONS: <br /> <br />Previously the Roseville City Council took the following actions: <br /> <br />· Approved the change in the Master Site Plan for Lot 3, Block 1, Centre Pointe <br />Business Park from restaurant to office and the General Concept Plan for Solutia <br />Consulting regarding the proposed construction of a 21,240 square foot, two-story <br />office structure, which increases the allowable building size by 15,240 square feet <br />from 6,000 square feet to total of21,240 square feet, subject to the conditions <br />listed in Section 4.1 (A through F) of the project report dated 10/22/01 and <br />eliminating all references to a restaurant use, associated terms and conditions, and <br />stipulating terms and conditions under which the Solutia Consulting office <br />structure must be developed consistent with the proposed site plan, structure <br />design plan and other supporting plan set documents. <br /> <br />· Approved the first reading of an ordinance amending Planned Unit Development <br />Agreement # 11 77. <br /> <br />· Approved the distribution of the Voluntary Draft EA W for review, with notice to <br /> <br />PF 3338 - RCA (12/17/01) - Page 8 <br />
