<br />In 1985, Woodbridge Properties, Inc. proposed constructing Centre Pointe, which <br />included 647,000 square feet of office and garden/office/service space. As part of <br />the approval process, an Environmental Assessment Worksheet was prepared for <br />the City of Roseville in December of 1985. In February 1986, the City of <br />Roseville adopted a negative declaration on the need for an Environmental Impact <br />Statement. Woodbridge constructed supporting infrastructure for Centre Pointe <br />(internal roads, stormwater ponds, and utilities) and three buildings. Due to <br />market conditions, Woodbridge did not complete the project. <br /> <br />In January of 1997, Ryan Companies US, Inc. became the developer of Centre <br />Pointe and submitted an EA W; additionally; an Indirect Source Permit was issued <br />by the Minnesota Pollution Control Agency. The Ryan proposal included a total <br />of 619,000 SF; this total did not include the buildings already constructed by <br />Woodbridge. In March 1997, the City again adopted a negative declaration on the <br />need for an Environmental Impact Statement for the revised Centre Pointe. <br /> <br />In February 2000, in accordance with City ordinances the PUD was <br />administratively amended to allow an increase in building square footage by 10% <br />(61,900 square feet) in Centre Pointe. In April 2001 the City approved a PUD <br />Amendment that increased the building square footage by 122,000 S.F. for the <br />proposed Veritas Corporate Campus. <br /> <br />Centre Pointe Solutions is proposing to construct a 21,500 S.F. building on the <br />remaining undeveloped parcel on the Centre Pointe Development.. The increase in <br />building area from the previously approved building area of 6,000 S.F. is 15,500 <br />S.F. will be accomplished by constructing a two story building with an <br />underground garage. <br /> <br />The additional office space proposed by Centre Pointe Solutions does not exceed <br />a mandatory threshold for EA W preparation. Nevertheless, Centre Pointe <br />Solutions volunteered preparation of this EA W for, among others, three principal <br />reasons: (1) assure Roseville as the RGU, other EA W reviewers, and itselfthat <br />the proposed expansion does not have the potential for significant adverse <br />environmental effects; (2) present the proposed expansion in the context of prior <br />Centre Pointe approvals and status of construction in EA W format so that the <br />community may fully understand the environmental effects of the expanded <br />Veritas corporate campus; and (3) achieve certainty that all Minnesota <br />environmental review requirements have been met. <br /> <br />5. <br /> <br />Project Location: <br />1/4 Section: <br />County: <br />City/Township: <br /> <br />Township 29N Range 23W <br />NE ~ NE ~ Section 5 <br />Ramsey County <br />City of Rose vi lIe <br /> <br />Page 3 <br />
