The options include installation of traffic signal <br />control at either North Centre Pointe Drive or Lydia Avenue intersection with Cleveland <br />Avenue. Traffic volumes at the North Centre Pointe Drive and Lydia Avenue intersections <br />with Cleveland Avenue intersection should be monitored following completion of the Centre <br />Pointe development and traffic signal control should be considered when actual traffic <br />volumes meet the required warrants. <br /> <br />The overall conclusion of the traffic analysis report is that the current proposed Centre <br />Pointe development would not cause any significant negative traffic impacts at the any of the <br />10 intersections that have been examined. The traffic impacts associated with the current <br />Centre Pointe development proposal are nearly identical to the impacts that would have been <br />experienced with the Centre Pointe development proposals approved in February of 2000 and <br />in the spring of 1997. <br /> <br />22. Vehicle-related air emissions. Estimate the effect of the project's traffic generation on air <br />quality, including carbon monoxide levels, Discuss the effect of traffic improvements or <br />other mitigation measures on air quality impacts. Note: If the project involves 500 or more <br />parking spaces, consult EA W Guidelines about whether a detailed air quality analysis is <br />needed. <br /> <br />As part of the approval of the Amended PUD and EA W in April of 200 1 Veritas prepared an <br />update to the ISP Permit Application submitted to the MPCA and approved in 1997. That <br />application included extensive analysis to estimate the potential impact of the proposed <br />project upon air quality in the vicinity of the site.
