Background <br /> <br />Mr. Ginsberg is proposing to open a Bon Jour Bagel Bakery and Cafe in the <br />Rosedale Marketplace Shopping Center at 2401 Fairview Avenue. This <br />property is zoned B-4 and restaurants without entertainment are permitted <br />uses in this district. Therefore, the application for a special use permit is not <br />necessary and has been withdrawn. The applicants have begun working with <br />building inspection staff on code requirements and expect to have building <br />plans to the City in the near future. <br />
