<br />,\ ..:\ <br /> <br />PLANNING FILE 2491 COLLEGE PROPERTIES INC. <br /> <br />PRESENTATIONS <br /> <br />John Shardlow highlighted the PUD process and what stage in the <br />PUD process the project is at. Shardlow summarized background <br />material including existing comprehensive plan designations, <br />existing zoning, what could be developed under existing zoning, <br />Lincoln Drive extension, and proposed right-of-way vacation 'and <br />dedication. Shardlow highlighted various aspects of the project <br />including preliminary plat, ditch design, landscaping and <br />buffering, building location and design. <br /> <br />Lon Aune outlined the status and findings of the draft <br />feasibility study concerning the Lincoln Drive extension and for <br />improvement/maintenance of the ditch. <br /> <br />Paul Sentman introduced representatives from College Properties <br />Inc. and indicated that they have reached agreement with Mr. <br />simpson on the purchase of the site on the corner of Lydia and <br />Snelling Avenue. <br /> <br />Peter Pfister discussed a site area summary and pointed out that <br />the proposed use fit the transitional nature of the site. <br />Pfister summarized the proposal including roadway system, <br />grading, drainage, trees to be saved, landscaping, building <br />access, parking, exterior materials and views of ,the site from <br />adjacent residences. <br /> <br />DISCUSSION <br /> <br />Issues discussed were sidewalk and pathway location, future light <br />rail transit impact, design of future phases, security, interim <br />use of the ~impson parcel, adequacy of roadway design for <br />seniors, possibility of stop signs on Lincoln Drive entrance to <br />independent living building, access to pond for maintenance <br />purposes, and the percentage of green area versus hard cover. <br /> <br />Additional issues discussed included the use of the proposed new <br />college building, drainage issues (design criteria used, pond <br />maintenance, and amount of metals and other debris removed), <br />potential for future parking ramp, garbage handling, amount of <br />traffic between campuses, need for additional evergreen <br />screening, traffic assumptions, lighting, height and density of <br />other proj ects in the communi ty , the reasons for the 7 story <br />height, and the potential loss of commercial tax base due to the <br />proposed rezoning. <br /> <br />CITIZENS <br /> <br />Hank Wells, 1651 Millwood Avenue, presented a letter indicating <br />he does not oppose the development but that he would urge the <br />city to resolve the existing drainage problem before the site~: ~ <br />disturbed, to leave the existing thicket intact, and that t/ .j <br /> <br /> <br /> <br />. . \~ <br />
