'. <br /> <br />REQUEST FOR COUNCIL ACTION <br /> <br /> <br />Manager Reviewed: <br /> <br />~~ <br /> <br />DATE: 7-26-93 <br />ITEM NO.: ~ _ ;).- <br /> <br />Agenda Section: <br />Report and <br />Recommendations <br /> <br />Item Description: <br /> <br />Adoption of Comprehensive Plan Amendments, <br />required by the Metropolitan Council. <br /> <br />Backqround: <br /> <br />1. The city recently approved a Comprehensive Plan Amendment for <br />the proposed College Properties Inc. developm~nt on the <br />former Paul's Place site. That amendment was submitted to <br />Metropolitan Council for their review and comment. The <br />Metropolitan Council has held up review of that amendment <br />because the City has not adopted the Metropolitan Council's <br />'interim strategy to reduce non-point pollution to all water <br />bodies, and because we have not submitted information <br />relating to waste water flow projections, for the year 2000 <br />and 2010. <br /> <br />2. It is staff's intention that as we review and amend the <br />City's Comprehensive Plan in the upcoming months that these <br />issues will be addressed. In the interim Metropolitan <br />Council has asked that the City adopt comprehensive language <br />amendments to insure that the City is properly reviewing <br />projects utilizing standards that are consistent with the <br />Metropolitan Council standards. Metropolitan Council staff <br />has suggested exact language for the City to adopt. This <br />language is incorporated into the attached resolution. <br /> <br />3. Public Works Department staff has reviewed the language and <br />concluded that the amendment would not impact existing review <br />procedures. The amendment would clarify the standards and <br />criteria used in the review. <br /> <br />4. Staff will prepare specific amendments to City code and the <br />City's stormwater management plan for future Planning <br />commission and City Council action as appropriate. <br /> <br />Staff' Recommendation: <br /> <br />1. It is recommended that the city Council adopt the attached <br />resolution and submit it to Metropolitan Council for review. <br /> <br />Council Action Reauested: <br /> <br />1. Motion to approve the attached resolution. <br />
