REQUEST FOR COUNCIL ACTION Manager Reviewed: ~~ DATE: 7-26-93 ITEM NO.: ~ _ ;).- Agenda Section: Report and Recommendations Item Description: Adoption of Comprehensive Plan Amendments, required by the Metropolitan Council. Backqround: 1. The city recently approved a Comprehensive Plan Amendment for the proposed College Properties Inc. developm~nt on the former Paul's Place site. That amendment was submitted to Metropolitan Council for their review and comment. The Metropolitan Council has held up review of that amendment because the City has not adopted the Metropolitan Council's 'interim strategy to reduce non-point pollution to all water bodies, and because we have not submitted information relating to waste water flow projections, for the year 2000 and 2010. 2. It is staff's intention that as we review and amend the City's Comprehensive Plan in the upcoming months that these issues will be addressed. In the interim Metropolitan Council has asked that the City adopt comprehensive language amendments to insure that the City is properly reviewing projects utilizing standards that are consistent with the Metropolitan Council standards. Metropolitan Council staff has suggested exact language for the City to adopt. This language is incorporated into the attached resolution. 3. Public Works Department staff has reviewed the language and concluded that the amendment would not impact existing review procedures. The amendment would clarify the standards and criteria used in the review. 4. Staff will prepare specific amendments to City code and the City's stormwater management plan for future Planning commission and City Council action as appropriate. Staff' Recommendation: 1. It is recommended that the city Council adopt the attached resolution and submit it to Metropolitan Council for review. Council Action Reauested: 1. Motion to approve the attached resolution.
