Project Na~rative <br /> <br />A. <br /> <br />Description of Project Need <br /> <br />There is a strong marked need and pent-up demand for additional senior <br />housing, clearly reflected in this multi-tiered housing project. The demographics <br />indicate a growing demand for this specialty type of housing (See Appendices). <br />As pers0ns approach their seventies, eighties, and beyond the century mark; <br />persons are looking for a lifestyle which will coordinate with their evolving health <br />care needs. In senior housing today, there are several factors that must be <br />considered. First, the housing project must be cost-effectively developed and <br />priced in such a manner that will invite and enable occupancy by seniors of low <br />and moderate income and resources. Secondly, it must be located in close <br />proximity to the current travel patterns of the prospective resident::;. Thirdly, it <br />must be inviting to the retirees who have retired to the sun-bert states and are <br />now preparing to move permanently back to their original community. Fourth, <br />the project needs to be well situated to the necessary amenities of seniors, i.e., <br />hospital, medical clinics, churches, shopping, friends and loved-ones. To assist <br />in expressing the overall pent-up demand for housing, a similar CDBG funded <br />project in Little Canada of ninety-three units will very likely pre-leased 100 % <br />within a five month period. Already. during the most difficult marketing winter <br />months 85 of the ui1its are reserved. The marketing agent has already begun <br />developing a waiting list of seniors who are awaIting a project to be develcped in <br />the Roseville area. ' <br /> <br />How Does This Need Compare With Other Human/Infrastructure Needs? <br /> <br />In the City of Roseville, which is a first ring suburb. there is a sjgnificant need for <br />additional senior housing. The City recently compJeted a large multi-family <br />apartment complex with a developer which responded to the needs of younger <br />adults and families. <br /> <br />DetermlninQ the Needs and City Priorities <br /> <br />The City continues to receive queries by seniors requesting more specialty <br />housIng opportunities. Since the motel closed on this site, the City has been <br />anxious to see an appropriate new development that would replace it. To further <br />demonstrate the City's interest in this development being implemented, the City' <br />is pursuing additional types of available resources to assure its construction. <br />
