<br />REQUEST FOR COUNCIL ACTION <br /> <br /> <br />Manager Reviewed: <br /> <br />DATE: 8-26-96 <br /> <br />ITEM NO.: C-7, <br />Agenda Section: <br /> <br />Consent <br />Northwestern College request for extension of time to complete the <br />planned unit development at 3003 Snelling Avenue North. <br /> <br /> <br />JJ-- <br /> <br />Background: <br /> <br />1. In August of 1996, the City Council approved a special use permit for a planned unit <br />development for the Northwestern College campus, north of Lydia Avenue, with <br />conditions including the time limitation on the Phase II special use permit shall be five <br />years. <br /> <br />2. In July of 1991, the City Council granted an extension of up to five years to complete the <br />Phase II improvements. This five year extension expires in August of 1996. <br /> <br />3. Northwestern College has requested an extension of the additional five years to complete <br />the Phase II improvements. <br /> <br />4. The Phase II improvements that have not yet been constructed include additional parking, <br />new residence hall, and tennis courts. Additional parking and tennis courts are currently <br />in process and will be completed this fall. Construction plans for the new residence hall <br />are complete and the college has indicated a need for the facility. The timing of the <br />construction of the facility is dependent on agreement by Arden Hills on increasing the <br />maximum full time equivalent student enrollment from 1250 to 1600. Current enrollment <br />is 1250. If agreement is reached, this facility could be constructed in 1-2 years. <br /> <br />Alternatives: <br /> <br />1. Deny the extension and allow the original approval to lapse. This would require <br />Northwestern College to come in for a new PUD when they are ready to construct the <br />Phase II improvements. <br /> <br />2. Grant the extension as requested. <br /> <br />Staff Recommendations: <br /> <br />1. It is recommended that the City Council grant Northwestern College an extension of up <br />to five years to complete the Phase II improvements (parking, tennis courts, and residence <br />hall) as outlined in the approved PUD plan. This action would require the Phase II <br />improvements to be completed no later than August 26, 2001. <br /> <br />Suggested Council Action: <br /> <br />1. Motion to approve Northwestern College's request for an extension in the time to <br />complete the Phase II improvements (parking, tennis courts, and residence hall) as <br />outlined in the approved PUD plan until August 26, 200 I. <br /> <br />Staff Report by: Rick Jopke <br /> <br />1 <br />
