Regular City Council Meeting <br /> Monday, October 20, 2014 <br /> Page 7 <br /> Ms. Kauppi reviewed some of the ideas to engage the public, including e-mail <br /> updates for area residents and businesses the week before upcoming construction <br /> projects; with constant contact information available on the MnDOT website for <br /> each project. <br /> Mayor Roe asked that staff incorporate that contact information and project up- <br /> date access on the City's website as well. <br /> Councilmember Willmus encouraged MnDOT staff to provide preliminary con- <br /> struction information to area businesses (e.g. Arden Hills, Shoreview, Mounds <br /> View, and Roseville) of upcoming infrastructure work, especially bridge replace- <br /> ments. <br /> Mayor Roe noted that the area Chamber of Commerce was heavily involved as a <br /> communication partner; and Ms. Kauppi advised that MnDOT held business <br /> council meetings, which unfortunately were also sparsely attended. <br /> Councilmember Laliberte expressed appreciation to MnDOT in their attempts to <br /> get people to attend open houses; however, she recognized that often people were <br /> busy and didn't pay attention until the work projects were actually at their door. <br /> Councilmember Laliberte suggested MnDOT consider a more convenience loca- <br /> tion (e.g. library) to hold the meetings, and offered the City of Roseville staff to <br /> help coordinate and communicate those efforts. <br /> Ms. Kauppi advised that a video would be made available on local cable televi- <br /> sion projects; and expressed her interest in working with staff in alerting the pub- <br /> lic to upcoming MnDOT projects in the area. <br /> 11. Public Hearings <br /> 12. Budget Items <br /> a. Continue Discussions on the 2015 Budget and Tax Levy <br /> At the request of Mayor Roe, Finance Director Chris Miller referenced the staff <br /> report dated October 20, 2014, providing additional information previously re- <br /> quested by the City Council and available preliminarily at this time. While in- <br /> formation based on current trending was included in the report as requested, Mr. <br /> Miller noted that more refined information would become available closer to <br /> year-end and final adoption of the 2015 budget and tax levy, including an estimate <br /> of any 2014 operational savings available to offset 2015 needs. Mr. Miller ad- <br /> vised that Department Heads had provided cursory information based on their in- <br /> dividual department trends to-date in 2014. <br /> At the request of Mayor Roe, Finance Director Miller advised that any operating <br /> surplus was intended as a one-time savings for potential taxpayer relief for 2015, <br />
