<br />e41 <br /> <br />e_ <br /> <br />June 7, 1978 <br />PLANNING REPORT <br />CASE NUMBER: <br />APPLICANT: <br />LOCATION: <br /> <br />1117-78 <br /> <br />Fine Associates, Inc. <br /> <br />Northeast Corner of County Road C and <br />Snelling Avenue <br /> <br />ACTION REQUESTED: <br /> <br />Rezoning from R-l and B-1 to 8-1B <br />Preliminary Plat <br />Special Use Permit for Site Plan Approval <br />Variance to Sign Size <br /> <br />PLANNING CONSIDERATION: <br />BACKGROUND <br /> <br />1. The total property consists of 32.76 acres and has been occupied by the <br />Rose Drive-In Theatre facility since prior to the 1959 rezoning program <br />(effectuating the first Comprehensive Plan prepared in 1957 and 1958). <br />Prior to 1959, all of the land was zoned commercial under the old Ramsey <br />County Zoning Ordinance in effect in the City prior to the 1959 adoption <br />of a new Zoning Ordinance. At the time of the 1959 zon;nqs the land was <br />zoned Limited Business (B-1) 500 feet in depth off Snelling Avenue and <br />County Road C. The remainder was zoned R-l, with the understanding that <br />at such time as the land were to be redevelopeds that a new zoning pattern <br />would be considered. It was understood at that time that the drive-in <br />theatre would function as a "transitional use" and would ultimately be <br />replaced by more intensive canmerci:al development. <br /> <br />2. The 1969 Plan recommended and approved by the City Planning Commis10n and <br />Council called for the development of the land primarily for commercial <br />purposes with medium density housing on the easterly side (contiguous to <br />Pascal Avenue). The interchange design contemplated at that time for <br />County Road C and Snelling Avenues howevers was different than that <br />currently proposed. <br /> <br />3. In 1974, the applicants proposed to develop the larld for commercial purposess <br />the.principal ingredient of which was the 126,000 square foot Zayre's <br />( Discount Store and parking provisions for approximately 900 parking spaces. <br />Attached (on the legal size paper) is a copy of that proposed plan with <br />a small portion of the northerly area not shown (extends off the sheet). <br />This proposal was turned down by the City due primarily to the close <br />proximity of the buildings and parking to the residential area east of <br />Pascal Avenue, the overall impact of so large a retail operation in the <br />area, and the concerns regarding traffic volume and congestion. Highway <br />right-of-way needs and the design for the County Road C and Snelling Avenue <br />
