We feel that the use of this <br />land for a corporate home office location provides an excellent solution <br />to the use of the bulk of the remainder of the land and will provide an <br />excellent means for a successful transition in land use that will be very <br />compatible to the single family nei9hborhood to the east of Pascal Avenue. <br />Site planning for this development, which we understand will begin <br />immediately. will, of course, stress the aesthetic relationship to the <br />ponding area in the northeast part of the property, the careful handling <br />of parking and access and egress, and provision for a well landscaped, bermed, <br />transition strip along Pascal Avenue to protect the residential area to the <br />east. <br /> <br />3. With the committments to Toy City and the Com-Ten people, there remains a <br />proposed 1.77 acre site for a restaurant in the far northwest corner of. <br />the tract and a slightly larger tract west of the service road,. and north <br />of County Road C for which no specific use is proposed at this time. <br /> <br />4. The applicants are requesting rezoning of the Toy City tract only at this <br />point, leaving the rest of the zone intact until specific developments <br />are proposed for each site. They are requesting approval of the preliminary <br />plat, including the 15 acre site for Com-Ten at this time. Also requested <br />is approval of the site plan for the Toy City development as required in the <br />8-18 District. We have examined this site plan and find it to be very <br />acceptable as adjusted. Large scale copies of the site plans, landscape <br />design, and buildings will be presented by the applicant at the hearings. . <br /> <br />5. The Toy City people are requesting a variance to the size of the pylon sign <br />allowed for their site. The 8-18 Zone allows a 70 square foot pylon sign <br />25 feet high. This restrictive sign size was adopted in the B-18 District <br />for use in the 8-18 District north of Highway 36 because of the residential <br />development immediately across Highway 36 from that area (Old Gluek Farm 1). <br />In the case of the site in question, Toy City, the land is across Snelling <br />Avenue from the Slawik Midway Ford site which is zoned B-3. The B-2, B-3, <br />or Shopping Center District would allow a pylon sign of 175 square feet and <br />30 feet high. The applicant is requesting a sign of 174.square feet, with <br />a height of 30 feet. Under these circumst~nces, we feel this is a reasonable <br />proposal. The signs placed on the building conform to the sign ordinance <br />without any adjustment for the fact that they are set back a substantially <br />greater distance from Snelling Avenue. <br /> <br />SUMMARY <br /> <br />1. <br /> <br />In the overall, we suggest that the proposed land uses. of which the Com-Ten <br />headquarters site is the principal ingredient will .be well adapted to the <br />site and solve for us a difficult land use problem in relationship to the <br />existing single family homes in the area. We feel the proposed land <br />division, alignment for the service road, and rezoning proposed at this <br />time are appropriate and practica.l for the developer, the City, and the <br />neighbors.
